Benton Street) and Amending the Prior Intergovernmental Agreement Between the City of Aurora and the Aurora Public Library Regarding Parking Improvements in the Vicinity of the New Main Library (101 S. River Street) and Disposition of the Old Main Library (1 E. Benton Street). This item was moved to the top of the Finance Committee for discussion. Alderman Mesiacos informed the Chairman and the City Council members that he would be abstaining from the discussion and vote on this item because of a potential conflict. David Hulseberg, Seize the Future, spoke regarding the process of the Support Companies, LLC of acquiring the property formerly used as the Aurora Public Library and the terms of the agreement between the Library Board and the Support Companies, LLC. (PLACED ON CONSENT AGENDA) Enactment No: R15-332 15-01019 A Resolution authorizing the City of Aurora to enter into a Commercial Lease Agreement with LaTanya Briggs for 90 square feet of commercial space at the Aurora Transportation Center. Joe Hopp, Maintenance Services Manager, spoke briefly regarding the open space for rent in the Aurora Transportation Center. There are two sections available. The owner of "On the Go" has requested to be located in one of the spaces to be allowed to sell incidentals at the site. The lease will be for one year. Joe Hopp, Maintenance Services Manager, spoke briefly regarding the open space for rent in the Aurora Transportation Center. The other section available has been requested to be rented by Angelique Wilson to sell spices and rubs. The lease will be for one year. Carie Anne Ergo, Chief Management Officer, summarized the discussion that was held at the Finance Committee regarding the proposal to increase the Municipal Motor Fuel Tax (MMFT) by $.04/gallon to fund the Neighborhood Street Resurfacing Program. Brian Caputo, Chief Financial Officer, spoke briefly regarding the budget process. Carie Anne Ergo, Chief Management Officer, spoke regarding the highlights of the budget including strategic priorities, budgeted expenditures, transportation projects, water and sewer projects, technology projects, major vehicle replacement, new staff positions, budgeted revenues, and the state impact on local taxes. (All were highlighted on a PowerPoint slide presentation.) Brian Caputo spoke briefly regarding this item. The 34 series Special Service Area (SSA) includes seven SSAs that had been developed to fund the operation of a Fire Station and to construct elementary schools. The City has collected enough funds from land cash fees to use $20,000 for debt abatement at this time and is requesting permission to use the funds for this purpose. (PLACED ON CONSENT AGENDA) MAYOR’S REPORT The Mayor spoke briefly after the first item on the Finance Committee Report regarding the delegation from Shenzhen, China who were present at the meeting. Assistant Chief of Staff, Rick Guzman, provided background on the delegation coordinated by 21st Century Institute and the activities the delegation has been engaged in while visiting Aurora such as visiting with governmental entities and schools in the area. The Mayor resumed the Mayor's Report after the Mayoral Appointments item discussion. MAYORAL APPOINTMENTS 15-01012 A Resolution Appointing Niveditta Ahuja and Girish Kapur and Reappointing Sharon Garcia and Kunal Majmundar to the Indian American Community Outreach Advisory Board. This Resolution was referred to the City Council CLOSED SESSION ADJOURN A motion was made, seconded by Alderman Franco to adjourn this meeting of the Committee of the Whole.
