REPORT OF THE FINANCE COMMITTEE TO THE COMMITTEE OF THE WHOLE The Finance Committee Met On Tuesday, February 09, 2016 and Reviewed the Following Items: 16-00026 A Resolution to purchase 3 new heavy duty trucks from the Illinois Department of Central Management Services Master Contracts for the W & S Maintenance Division in the amount not to exceed $525,000.00. Joe Hopp, Maintenance Services Manager, was present and spoke briefly regarding the item. (PLACED ON CONSENT AGENDA) Enactment No: O16-005 16-00075 An Ordinance for the Establishment of a Special Service Area Number #183 Bickford of Aurora, Kane County, in the City of Aurora. (PLACED ON CONSENT AGENDA) Enactment No: O16-006 16-00076 An Ordinance for the Establishment of Special Service Area Number #187 Land of Learning Montessori, LLC, DuPage County, in the City of Aurora. (PLACED ON CONSENT AGENDA) Enactment No: O16-007 16-00102 A Resolution authorizing the purchase of Two (2) E-One1500 gallon per minute (GPM) fire engines from Fire Services, Inc., St. John, Indiana in the amount of $912,260.00 for the Aurora Fire Department . (PLACED ON CONSENT AGENDA) Enactment No: R16-035 16-00104 A Resolution authorizing a consulting agreement with Crowe Horwath, Oakbrook Terrace for business process review (BPR), organizational change management (OCM) and staffing the project management office (PMO) Total two year project expenditure of $535,000 . Ted Beck, Chief Information Officer and Alex Alexandrou, Chief Administrative Officer, spoke briefly regarding the role that Crowe Horwath will be taking in implementing the software previously purchased (Intergraph) and reviewing current business processes. (PLACED ON CONSENT AGENDA) Enactment No: R16-036 REPORT OF THE GOVERNMENT OPERATIONS COMMITTEE TO THE COMMITTEE OF THE WHOLE The Government Operations Committee Met On Tuesday, February 09, 2016 and Reviewed the Following Items: 15-01096 A Resolution establishing the maximum number of Class C City of City of Aurora Page 2 Committee of the Whole Meeting Minutes - Final February 16, 2016 Aurora liquor licenses ( unofficially related to application from: Carrerra, Inc., d/b/a Supermercado Carrerra, 710 Foran Lane) . Mayor Weisner spoke briefly regarding the item. A question had been asked by Alderman Saville regarding the ability to issue the liquor license to Supermercado Carrerra. Gladstone Ave. (PLACED ON CONSENT AGENDA) Enactment No: R16-033 16-00060 A Resolution for accepting the improvements and maintenance security for Aurora University - Campus Wide Improvements - 347 S. Gladstone Ave. (PLACED ON CONSENT AGENDA) Enactment No: R16-034 16-00088 An Ordinance Authorizing A Loan Agreement (Water Pollution Control Loan Program - Home Rule Entity) For The East Galena Boulevard and East Downer Place Sewer Separation - Water Street to State Street Project. Ken Schroth, Public Works Director, spoke briefly regarding the item. (PLACED ON CONSENT AGENDA) Enactment No: O16-008 16-00094 A Resolution Approving an Environmental Indemnity Agreement and Highway Authority Agreement Between Phillips 66 Company and the City of Aurora for Property Located at 1331 North Farnsworth Avenue Alayne Weingartz, Corporation Counsel, spoke briefly regarding the item. She responded that she had received Alderman Bugg's request for additional information and said she would be responding to him with the requested information. (PLACED ON UNFINISHED BUSINESS) Enactment No: R16-037 MAYOR’S REPORT The Mayor reminded members of City Council of the swearing in of Gary Krienitz, the new Aurora Fire Chief on Wednesday, February 17th. The Mayor then introduced Corporation Counsel, Alayne Weingartz, who had answers to Alderman Franco's question regarding Alderman Johnson's arrest and impact on the Council. Corporation Counsel Weingartz has investigated options and there is no route to fire or recall a locally elected official in Illinois at this time. Illinois Municipal Code describes the ineligibility of an elected official to hold office if the person has been convicted. She also shared with the Council that the Aldermen had additional arrests over the years in other jurisdictions for retail theft. The State's City of Aurora Page 4 Committee of the Whole Meeting Minutes - Final February 16, 2016 Attorney in DuPage County would have discretion to charge Alderman Johnson with a felony. Counsel will be providing Council with written copies of police reports from the other jurisdictions. REQUESTS AND REFERRALS 16-00109 Requesting approval of a Special Use for a Liquor license within 500 feet of Residential Use on the property located at 649 Hill Avenue (Hills Banquet Hall - L16-00109 / AU26/4-11.317-Su/Fpn - ES - Ward 3) (Planning Council) 16-00110 Requesting approval of a Final Plan for Lots 4-6 & 15 of Sunnymere Addition Subdivision and adjacent un-subdivided properties located at 649 Hill Avenue (Hills Banquet Hall - L16-00110 / AU26/4-11.317-Su/Fpn - ES - Ward 3). (Planning Council) CLOSED SESSION There was no need for a closed session. ADJOURN A motion was made by Alderman Hart-Burns, seconded by Alderman Bohman to adjourn the Committee of the Whole Meeting.
