CALL TO ORDER Mayor Irvin called the meeting of the Committee of the Whole to order at 4:05 P.M. ROLL CALL Present 11 - Alderman Kristina "Tina" Bohman, Alderman Ted Mesiacos, Alderman Bill Donnell, Alderman Carl Franco, Alderman Mike Saville, Alderman Scheketa Hart-Burns , Alderman Rick Mervine, Alderman Edward Bugg, Alderman Judd Lofchie, Alderman Sherman Jenkins, and Mayor Richard Irvin Absent 2 - Alderman Juany Garza, and Alderman Bob O'Connor PUBLIC COMMENT After Clerk McCambridge made a statement regarding public comment, the following addressed members of City Council: Joel Pyle, IBEW Local 461, Brian Hooker, Carpenters Local 174, Karen Christensen, FoxWalk Design Review Committee, Rob Moreno, LIUNA 582 and Marty Dwyer, LiUNA 582 all spoke in favor of Item 19-0146. No further speakers were present. REPORT OF THE PLANNING & DEVELOPMENT COMMITTEE TO THE COMMITTEE OF THE WHOLE The Planning & Development Committee Met On Thursday, February 28, 2019 and Reviewed the Following Items: 17-00875 An Ordinance approving revisions to the City of Aurora’s Comprehensive Plan for the Route 59 Corridor that includes properties located east of the City of Aurora Page 1 Committee of the Whole Meeting Minutes - Final March 5, 2019 Canadian National railroad tracks, west of Route 59, north of Montgomery Road and south of the Burlington Northern railroad tracks. Trevor Dick, Director of Development Strategy and Facilitation introduced Carrie Hansen and Mike Schoppe from Schoppe Design Associates, Inc. who presented the key points of the recommended plan for the Route 59 corridor including Fox Valley Mall. (PLACED ON CONSENT AGENDA) Enactment No: O19-006 REPORT OF THE FINANCE COMMITTEE TO THE COMMITTEE OF THE WHOLE The Finance Committee Met On Tuesday, February 26, 2019 and Reviewed the Following Items: 19-0094 An Ordinance Authorizing the Mayor and City Clerk to Execute an Air Traffic Control Tower (ATCT) Memorandum of Agreement between the United States of America Department of Transportation Federal Aviation Administration and the City of Aurora, Illinois . (PLACED ON CONSENT AGENDA) Enactment No: O19-007 19-0137 A Resolution to Award the Contract for the 2019 City Wide Street Resurfacing Projects to Builders Paving, LLC, 4413 Roosevelt Road, Hillside, IL 60162 in the amount of $7,180 ,880.00 and to Appropriate Motor Fuel Tax Funds, 19-00000-01-GM . (PLACED ON CONSENT AGENDA) Enactment No: R19-063 19-0141 A Resolution authorizing the purchase of sixty (60) ballistic vests, helmets, accessories, goggles, and medical supplies for the Aurora Fire Department in the amount of $86,349.25 from Pro-Tech, Henry Schein Medical Supply, and Galeton . Assistant Fire Chief McCabe was present and provided an update on this item. (PLACED ON CONSENT AGENDA) Enactment No: R19-064 19-0145 A Resolution authorizing the execution of a sales tax reimbursement agreement with Pacific Square LLC . David Dibo, Director of Development spoke briefly regarding the item and introduced the development team for Pacifica Square. (PLACED ON CONSENT AGENDA) Enactment No: R19-061 19-0124 A Resolution to approve Security Reduction No. 1 for Gramercy Square Unit 2. (PLACED ON CONSENT AGENDA) Enactment No: R19-062 MAYOR’S REPORT There was no report because of the State of the City later in the evening. REPORT OF THE SPECIAL ORDINANCE COMMITTEE TO THE COMMITTEE OF THE WHOLE The Special Ordinance Committee Met On February 27, 2019 and has no report.
