CALL TO ORDER AND DETERMINATION OF QUORUM 2. CLOSED SESSION a. The City Council will adjourn into closed session pursuant to section 19.85(1)(c) to consider the employment status of a public employee over which the governmental body has jurisdiction or exercises responsibility and section 19.85(1)(e), Wis. Stats. for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, namely to review candidate application materials and resumes for the position of City Manager. The Council plans to return to open session following closed session, as outlined in the agenda. 3. DISCUSSION ITEM a. Discussion on establishing a city policy which provides a shared communication framework to strengthen collaboration between the City Council and city staff, that includes preferred communication methods, mutual expectations for response timelines, and clear protocols to ensure seamless coordination on both routine and time-sensitive matters (Krueger) 4.
