Adjourn 1 Page | 1 City of Biddeford, Maine Public Safety Committee Meeting Tuesday, May 3, 2016 Minutes 1. Roll Call – Meeting of the Public Safety Committee was called to order at 6:00 p.m. by Councilor Michael SWANTON. Other committee members present were: Councilors Laura SEAVER and Robert QUATTRONE; member Ralph CROTEAU of the Police Commission. Member Roger CANTARA of the Fire Commission was excused. 2. Adjustments to the agenda – Agenda Item #7 – Parking Ban discussion was moved to Item #4, and all other Items to follow in sequence. 3. Acceptance of Minutes – Motion by QUATTRONE and seconded by SEAVER to accept the minutes of the January 4, 2016 meeting as printed. Vote unanimous 4. Discussion/Review: Ch. 42, Motor Vehicles & Traffic/Sec. 42-59 – Snow Emergency Parking Ban. Chief Beaupre requested that this item be tabled until he and DPW Director Guy Casavant had an opportunity to have further discussion on a recommended course of action. Motion by SEAVER and seconded by GAGNON to TABLE the ordinance change to Chapter 42 section 42-59 until Police Chief and DPW Director could complete a recommended course of action. Vote unanimous 5. Discussion/Review: Ch. 46, Parks and Recreation Sec. 46-86 – Vines Landing/Parking on the Beach for Shellfish Harvesters. The committee considered the following Ordinance language change: 2016. IN BOARD OF CITY COUNCIL... BE IT ORDAINED, by the City Council of the City of Biddeford that the Code of Ordinances, Chapter 46, PARKS AND RECREATRION, Article IV. PARKS AND RECREATION FACILITIES, Section 46-86, Vines Landing, be amended by adding or deleting to read as follows: 2 Public Safety Committee Meeting Minutes – 5/3/2016 Sec. 46-86 Vines Landing. The following additional rules will be observed at the Vines Landing located at the westerly end of Lester B. Orcutt Boulevard. (GIS 59-117) (1) Vehicles are allowed to park only in designated spaces and only for park visitors, boat launching and valid mooring permit holders.. (2) No vehicle parking between the hours of 11:00 p.m. and 4:00 a.m.. (3) No items may be stored on the premises. (4) Except for persons holding a valid Shellfish Harvester’s License, which has been issued by the city clerk in accordance with Section 74-105 of this Ordinance, no parking on the beach or intertidal parking is permitted prohibited. Violators are subject to parking fines and the vehicle may be towed at the owner’s expense. (5) One parking space shall be designated and clearly marked for disability parking. NOTE: This request is from Councilor Michael Swanton through the Shellfish Conservation Commission. Motion by SEAVER and seconded by QUATTRONE to accept the ordinance change to Chapter 46, Section 46-86 as printed and to forward this Order to the city council with a recommendation for adoption. Vote unanimous 6. Discussion/Review: Ch. 42, Motor Vehicles & Traffic/Sec. 42-95 – Four-way stop streets/ Add Clifford Street and George Street. The committee considered the following Ordinance language change: 2016. IN BOARD OF CITY COUNCIL... BE IT ORDAINED, by the City Council of the City of Biddeford that the Code of Ordinances, Chapter 42, Motor Vehicles and Traffic, Article IV Specific Street Regulations, Section 42- 95. Four-way stop streets, be amended by adding or deleting to read as follows: Page 2 of 5 3 Public Safety Committee Meeting Minutes – 5/3/2016 Clifford Street and George Street This was requested by Councilor Bob Mills. Motion by SEAVER to accept the ordinance change to Chapter 42, Section 42-95 as printed and to forward this Order to the city council with a recommendation for adoption. Motion DIES due to a lack of a second. 7. Discussion/Review: Ch. 42, Motor Vehicles & Traffic/Sec. 42-96 – Three-way stop streets/Add Guinea Road and Oak Ridge Road. The committee considered the following Ordinance language change: BE IT ORDAINED, by the City Council of the City of Biddeford that the Code of Ordinances, Chapter 42, Motor Vehicles and Traffic, Article IV Specific Street Regulations, Section 42- 96. Three-way stop streets, be amended by adding or deleting to read as follows: Guinea Road and Oak Ridge Road This was requested for review by a couple of City Councilors. Motion by SEAVER and seconded by QUATTRONE to TABLE this matter for further study. Vote unanimous 8. Housekeeping Councilor Quattrone brought up his discussion with a couple of residents of Hillside Avenue and their concern regarding parking on Hillside Avenue. Chief Beaupre informed the committee that a traffic analysis would be completed, and specific recommendations, if any, would be forwarded for committee consideration. Commissioner Croteau brought up discussion regarding the configuration of Main Street as it intersects with South Street. There was no action taken by the committee. Page 4 of 5 5 Public Safety Committee Meeting Minutes – 5/3/2016 Page 5 of 5 6 BE IT ORDAINED, by the City Council of the City of Biddeford that the Code of Ordinances, Chapter 42, Motor Vehicles and Traffic, Article IV Specific Street Regulations, Section 42-90 No Parking, is amended by adding or deleting to read as follows: A person may not park a motor vehicle or allow a motor vehicle under that person’s control to remain parked on a public highway in a manner that blocks the entrance to a private driveway, gate, or entrance to a place of business or within two (2) feet thereof, without the permission of the owner of that private driveway, gate, or entrance to a place of business. 7 BE IT ORDAINED, by the City Council of the City of Biddeford that the Code of Ordinances, Chapter 42, Motor Vehicles and Traffic, Article IV Specific Street Regulations, Section 42-100 Disability Parking, is amended by adding or deleting to read as follows: Alfred Street, even-numbered side, one space before crosswalk in front of the Farm Store. Alfred Street, even numbered side, from the curb cut in front of 16 Alfred Street for 30 feet between crosswalks. Birch Street, beginning at a ;point 113 feet northwest from the northwest corner of the intersection with Foss Street, thence northwesterly for a distance of 21 feet, one space in front of 63 Birch Street. Bradbury Street, two spaces in front of the DAV hall. Small’s Court, , even-numbered side, one space in front of the Paul Bergeon residence, being 14 Small’s Court. St. Joseph Street, church side, from Elm Street to church side entrance. Lester B. Orcutt Blvd., even-numbered side, beginning at a point 20 feet east of the intersection with First Street, thence easterly for a distance of 50 feet, St. Brenden Chapel Mass times only – Saturday and Sunday – from May 1st to October 31st. 8
