MINUTES – REGULAR MEETING BOONE ABC BOARD June 27, 2025, - 2:00 PM A regular meeting of the Boone ABC board was called to order at 2:04 p.m. at ABC store. Chairman Charlie Wallin presided. Board members present Ronny Holste, Will Burrow on phone and Jacque Dunbar. Staff members present were Barry Horton General Manager and Finance Officer Craig Jennings. Absent Will Burrow and Dalton George CONFIRMATION OF ETHICS PROVISIONS Barry asked each member to confirm the ethics provisions of NCGS 18(B)-201. All board members confirmed. TENTIVE AGENDA ADOPTION On a motion by Ronny seconded by Will the Board moved to adopt the agenda. VOTE: Aye-All Nay-None Absent-Jacque and Dalton APPROVAL OF MINUTES On a motion by Ronny seconded by Will the Board moved to approve the April Regular, April Closed and May Regular minutes. VOTE: Aye-All Nay-None Absent-Jacque and Dalton PUBLIC HEARING ON 2025-2026 BUDGET On a motion by Will seconded by Ronny the Board moved to open the floor for the hearing. Jacque arrived at 2:10. VOTE: Aye-All Nay-None Absent-Dalton CONSTRUCTION UPDATE Randy was here with an update Greenes has removed the landscaping and the tree. They have dug out for the curb and gutter. Footings have been poured and block laid. They will pour the platform for the leveler on Monday. They have submitted $63,000 total so far and we are at 14% completion. We have a new project manager from Greenes. We need to put pressure on them to get the pervious payment and parking completed. They were supposed to do that before the footers and didn’t. We hope to have the parking back on July 7th. As we were doing this we have found gutter and caulking that needed to be done. We also are having them add the concrete bad and box dumpster with a cover. We will have to extend the retaining wall and hand rail so that should be the first change order REVIEW OF DETAILED FINANCIAL AND VIOLATIONS REPORT For May: Down: 1.7 overall. LBD up $2510.25 Walk-in down $14,634.50. Overall: down $12,124.25 Down $291,372.21 for the Year. We will probably be down for June as well. I shared that we are getting the oaths from Nicole at the Town of Boone. We are also adding all the recommended action. We have 5 Budget Amendments. We have an attachment. We only need to vote on 4. We have previously given the staff authority to make the other amendments. On a motion by Ronny seconded by Will the Board moved to adopt the budget amendment to add Capital Outlay for new construction by adding $150,000. VOTE: Aye-All Nay-None Absent-Dalton See Attached Police Report GRANT BID AWARD AND INSURANCE UPDATE To date we have paid 98,192. If we pay out the $10,000.00, we have approved that leaves $88,192. We will have paid out at the end of May. We will be close to giving the schools the total they get every year. We probably will not have the extra money. We will revaluate when the audit comes in to maybe give the other two organizations money if there is any extra left. Barry and Craig updated us on insurance. We have paid the premium and it will go into effect on July 1, 2026. They guys are happy about this. We are going to be able to cover their Dental and Eye Care. As long as this rate holds we will continue to cover the dental and eye care. We will reevaluate every year. Ronny made that as a motion and Will seconded. VOTE: Aye-All Nay-None Absent-Dalton OTHER MATTERS BY MEMBERS AND STAFF We have end of the fiscal year inventory. Tennant, Combs and Carpenter will be here Monday to do their spot check to verify.
