Boone Board of Adjustment Thursday, December 4, 2025 Meeting Minutes Board Members Present: Benjamin Ray, Pam Williamson, and Barbara Yale-Read Board Members Absent: David Luther and David Welsh Town Staff Present: Jane Shook-Director of Planning & Inspections, and Brenda Henson-Board Clerk Call to Order Jane Shook, Director of Planning & Inspections, started the Boone Board of Adjustment meeting, held via WebEx, at 5:34 pm. Approval of Meeting Minutes Board Member Williamson pointed out a punctuation error on page 7 of the November 6, 2025, meeting minutes. The sentence should read “Ms. Meade stated that the Board’s decision was to be based on competent, material, and substantial evidence.” She made a motion to approve the minutes with the corrected punctuation. Board Member Ray seconded the motion. VOTE: Aye – 3 Nay – None Absent – 2 (Luther, Welsh) The motion passed. Approval of Written Decision Board Member Williamson made a motion to approve the written decision for Case A25-0693 Charles & Barbara Cerullo – Notice of Appeal. Board Member Ray seconded the motion. VOTE: Aye – 3 Nay – None Absent – 2 (Luther, Welsh) The motion passed. Nominations for Chair and Vice-Chair Ms. Shook stated that David Welsh and Benjamin Ray submitted applications for the Chair and Vice-Chair positions, respectively. Board Member Williamson made a motion to recommend that the Town Council appoint David Welsh as Chair and Benjamin Ray as Vice-Chair of the Board of Adjustment.
