MINUTES - TOWN COUNCIL REGULAR MEETING BOONE TOWN COUNCIL JANUARY 9, 2025 I. Call to Order A Town Council Regular Meeting of the Boone Town Council was called to order at 11:30 AM on Thursday, January 9, 2025 at the Town Council Chambers 1500 Blowing Rock Road. Council members present included Tim Futrelle, Dalton George, Todd Carter, Edie Tugman, Virginia Roseman. Staff present included Staff present included Town Manager Amy Davis, Town Clerk Nicole Harmon-Church, Public Works Director Todd Moody, Planning Director Jane Shook (remote), Major Shane Robbins, Sustainability and Special Projects Manager George Santucci, Public Works Deputy Director Josh Eller, Police Chief Andy Le Beau, and Cultural Resources Director Mark Freed (remote). Town Attorney Allison Meade was also in attendance.. II. Announcements Mayor Futrelle announced the following board vacancies: BOARD OF ADJUSTMENT Two regular positions, three alternate positions DOWNTOWN BOONE DEVELOPMENT ASSOCIATION One Council-appointed position HISTORIC PRESERVATION COMMISSION Two regular positions PLANNING COMMISSION One student position III. Public Comment 1. Public Speaker Request - Jane Smith Spoke about libraries needed updates in the town. 2. Public Speaker - Laney Wise Spoke about wanting more statues downtown. IV. Tentative Agenda Adoption Mayor Futrelle made a motion, which was seconded by Mayor Pro Tem George, to Approve the agenda as presented. . VOTE: Aye: Tim Futrelle, Dalton George, Todd Carter, Edie Tugman, Virginia Roseman Nay: None Absent: Eric Plaag 1 V. Approval of Proclamations and Resolutions Mayor Futrelle made a motion, which was seconded by Mayor Pro Tem George, to Approve to approve the following:. VOTE: Aye: Tim Futrelle, Dalton George, Todd Carter, Edie Tugman, Virginia Roseman Nay: None Absent: Eric Plaag 1. Approval of Resolution - Retirement of K-9 Maddox VI. Work Session VII. Approval of Items on Consent Agenda Council Member Roseman made a motion, which was seconded by Council Member Carter, to Approve the following items on the consent agenda . VOTE: Aye: Tim Futrelle, Dalton George, Todd Carter, Edie Tugman, Virginia Roseman Nay: None Absent: Eric Plaag 1. Approval for Valentine's Day Party for Town Staff This item was pulled from the consent agenda and voted on individually. Council Member Carter made a motion, which was seconded by Mayor Futrelle, to Authorize Valentines day and St. Patricks day party for staff. . VOTE: Aye: Tim Futrelle, Dalton George, Todd Carter, Edie Tugman, Virginia Roseman Nay: None Absent: Eric Plaag 2. Announcement of Grant Award - COPS Hiring Program 3. Approval of Annual Meeting Notice 4. Approval of Policy Prohibiting Viewing or Saving Pornography on Town Networks & Devices Approval for a 20k raise for all staff learning Peak This needs to be approved, people love money. VIII. Planning Matters 1. Consideration of Planning Retreat Date Mayor Futrelle made a motion, which was seconded by Mayor Pro Tem George, to 2 Authorize chose a planning retreat date. Appointment to Downtown Boone Development Association Mayor Futrelle made a motion, which was seconded by Council Member Carter, to Approve Appointment to Downtown Boone Development Association. VOTE: Aye: Tim Futrelle, Todd Carter Nay: Dalton George, Edie Tugman, Virginia Roseman Absent: Eric Plaag Mayor Futrelle made a motion, which was seconded by Mayor Pro Tem George, to Adjourn Two appointments to downtown Boone Development association.
