Pursuant to A.R.S. § 38-431.03(A)(3) the Board of Directors of the Joint Community Facilities
Districts may, by majority vote, recess or adjourn to executive session at one or more times during
the meeting, as needed to confer with the Board Attorney for legal advice regarding any item listed
on this agenda.
1. Call to Order/Roll Call
Chairman Orsborn called the meeting to order at 5:15 p.m.
Members Present: Board Member Youngker (via Microsoft Teams), Board Member Berry, Board
Member Goodman, Board Member Beard, Vice Chair Heustis, and Chairman
Orsborn.
Members Absent: Board Member HagEstad.
Departments Present: Interim District Manager Dave Roderique, Deputy District Manager Javier
Setovich, Deputy District Manager Doug Sandstrom, District Attorney Scott
McCoy, City Clerk Lucinda Aja, District Attorney Andrew McGuire, Police
Chief Robert Sanders, and Chief Financial Officer William Kauppi.
2. Community Facilities Districts Action Items

2.A Board of Directors of the Westpark Community Facilities District (City of Buckeye,
Arizona) ("the District") to conduct a public hearing only on the assessment, the
completion of the work and the proceedings hereto had and taken with respect to the
District Special Assessment District No. 2.
Staff Liaison: Larry Price, Special Districts Manager
Mr. Price presented information regarding the District Special Assessment District No. 2. This
financing allows the developer, Garrett Development Corp., to be reimbursed for a portion of the cost
of the public infrastructure while causing the eventual homeowner to be responsible for their
respective share of the cost in the form of a special assessment in the amount of $3,500.
Homeowners may pay the assessment in full on any date or may pay over a period in the form of debt
service on the Special Assessment District No. 2 Special Assessment Revenue Bonds, Series 2025.
Chairman Orsborn opened a public hearing at 5:18 p.m. to hear citizen input regarding the
assessment, the completion of the work and the proceedings hereto had and taken with respect to the
District Special Assessment District No. 2. There being no public comment, Chairman Orsborn closed
the public hearing at 5:19 p.m.
2.B Board of Directors of the Floreo at Teravalis Community Facilities District (City of
Buckeye, Arizona) ("the District") to conduct a public hearing only on the
assessment, the completion of the work and the proceedings heretofore had and
taken with respect to the District Special Assessment District No. 1.
Staff Liaison: Larry Price, Special Districts Manager
Mr. Price presented information regarding the District Special Assessment District No. 1. This
financing allows the developer, Trillium Land Company, LLC (an affiliate of Howard Hughes Holdings
Inc.), to be reimbursed for a portion of the cost of the public infrastructure, while causing the eventual
homeowner to be responsible for their respective share of the cost in the form of a special assessment
in the amount of $10,000. Homeowners may pay the assessment in full on any date or may pay over a
period of time in the form of debt service on the Assessment District No. 1 Special Assessment
Revenue Bonds, Series 2025. Chairman Orsborn opened a public hearing at 5:19 p.m. to hear citizen
input regarding the assessment, the completion of the work and the proceedings hereto had and taken
with respect to the District Special Assessment District No. 1. There being no public comment,
Chairman Orsborn closed the public hearing at 5:20 p.m.
3. CONSENT AGENDA ITEMS / NEW BUSINESS
Approval of items on the Consent Agenda - All items with an (*) on the consent agenda are
considered to be routine matters and will be enacted by one motion and vote of the Board of
Directors. A motion was made by Vice Chair Heustis and seconded by Board Member
Youngker to approve Items *3.A, *3.B, *3.C, *3.D, and *3.E. Motion passed unanimously.
*3.A Board of Directors of the Floreo at Teravalis Community Facilities District (City of
Buckeye, Arizona) (the "District") to take action on Resolution No. 13-25 declaring and
adopting the results of the General Obligation Bond Special Election held on June 25,
2025.

The Board of Directors of the Floreo at Teravalis Community Facilities District (City of Buckeye,
Arizona) (the "District") adopted Resolution No. 13-25 declaring and adopting the results of the
General Obligation Bond Special Election held on June 25, 2025.
*3.B Board of Directors of the Floreo at Teravalis Community Facilities District ("the
District") to take action on Resolution No. 14-25 approving the assessment and the

proceedings heretofore had and taken for the Floreo at Teravalis Community Facilities
District (City of Buckeye, Arizona); determining the work has been completed in
accordance with the plans and specifications, and ordering the collection of the
amount assessed.

Resolution No. 14-25 approving the assessment and the proceedings heretofore had and taken for the
Floreo at Teravalis Community Facilities District (City of Buckeye, Arizona); determining the work has
been completed in accordance with the plans and specifications, and ordering the collection of the
amount assessed.
*3.C Board of Directors of the Floreo at Teravalis Community Facilities District (City of
Buckeye, Arizona) ("the District") to take action on Resolution No. 15-25 authorizing the
issuance of its Special Assessment District No. 1 Special Assessment Revenue Bonds,
Series 2025, in the aggregate principal amount of not to exceed $10,970,000; approving
the form and authorizing the execution and delivery of a Bond Registrar, Transfer Agent
and Paying Agent Contract, a Purchase Contract relating to the Bonds, a continuing
disclosure undertaking, and certain other documents securing the payment of or
relating to the Bonds; ratifying and approving a Preliminary Official Statement relating to
the Bonds; approving a Final Official Statement relating to the Bonds; awarding the
Bonds to the purchaser thereof; appointing a Registrar, Transfer Agent and Paying
Agent for the Bonds; taking other actions securing the payment of and relating to the
Bonds; ratifying all actions taken or to be taken to further this Resolution; and adopting
written Continuing Disclosure Compliance Procedures and Issuance and Post-Issuance
Tax Compliance Procedures in connection with the issuance of Bonds.

4. Adjournment
There being no further business to discuss, Chairman Orsborn adjourned the meeting at 5:23 p.m.
