Pursuant to A.R.S. § 38-431.03(A)(3) the Council may, by majority vote, recess or adjourn to executive
session at one or more times during the meeting, as needed to confer with the City Attorney for legal
advice regarding any item listed on this agenda.
1. Call to Order/Invocation/Pledge of Allegiance/Roll Call
Mayor Orsborn called the meeting to order at 6:00 p.m.; Councilmember Youngker led the invocation;
Boy Scout Troup 448 led the Pledge of Allegiance.

Approval of items on the Consent Agenda - All items with an (*) are considered to be routine
matters and will be enacted by one motion and vote of the City Council. A motion was made by
Councilmember Goodman and seconded by Councilmember Youngker to approve Items *4.A,

*4.A Council to take action to approve the receipt of $161,421 in Federal Aviation
Administration (FAA) Infrastructure Investment and Jobs Act (IIJA) funding and $4,248 in
Arizona Department of Transportation (ADOT) grant awards to the City of Buckeye for

authorize the City Manager and the Aviation Director to execute all grant awards and

Council approved the receipt of $161,421 in Federal Aviation Administration (FAA) Infrastructure

Electrical Upgrades; and authorize the City Manager and the Aviation Director to execute all grant

*4.B Council to take action to ratify and approve the request for extension of the Airport
Property Lease Agreement between the City of Buckeye, an Arizona municipal
corporation, Skydive Buckeye, LLC, an Arizona limited liability company and Desert
Petroleum, LLC, an Arizona limited liability company; and authorize the City Manager to
extend the term of the Lease Agreement, from November 1, 2024, through October 31,
2026.

Council ratified and approved the request for extension of the Airport Property Lease Agreement
between the City of Buckeye, an Arizona municipal corporation, Skydive Buckeye, LLC, an Arizona

*4.C Council to take action on Change Order No. 2 to the Cooperative Contract Purchase
Addendum (CCPA) (Contract No. 2025006) between the City of Buckeye, an Arizona
municipal corporation, and Century Graphics Inc., an Arizona corporation for printing
services; and authorize the City Manager to execute and deliver said Change Order on
behalf of the City of Buckeye.

*4.K Council to take action on the approval, acceptance, and execution of the Grant
Agreement Regarding Fentanyl Prosecution, Diversion and Testing in the amount of
$127,011.19 between the State of Arizona Department of Public Safety and the City of
Buckeye through the Police Department, to support the acquisition of a Fentanyl
sensing, lifesaving robot for the Buckeye Police Department, with no required match
from the City of Buckeye; to authorize the City Manager to execute and deliver the grant
Agreement; and authorize the Mayor, the City Manager, the City Attorney, and the City
Clerk to take the steps necessary to carry out the purpose of the grant Agreement on
behalf of the City of Buckeye.

Council approved the acceptance and execution of the Grant Agreement Regarding Fentanyl
Prosecution, Diversion and Testing in the amount of $127,011.19 between the State of Arizona
Department of Public Safety and the City of Buckeye through the Police Department, to support the
acquisition of a Fentanyl sensing, lifesaving robot for the Buckeye Police Department, with no required
match from the City of Buckeye; to authorize the City Manager to execute and deliver the grant
Agreement; and authorize the Mayor, the City Manager, the City Attorney, and the City Clerk to take
the steps necessary to carry out the purpose of the grant Agreement on behalf of the City of Buckeye.
*4.L Council to take action to ratify and approve the submission of a grant application for the
Fiscal Year 2025 School Violence Prevention Program Grant through the US Department
of Justice, Office of Community Oriented Policing Services for the acquisition and
installation of surveillance equipment and ballistic window film at school campuses
within the Buckeye Elementary School District, to support a full-time Criminal
Intelligence Analyst to monitor the surveillance equipment, and acquisition of ballistic
foldable shields for School Resource Officer (SRO) Protection, in the total amount of
$662,461.59, constituting $496,846.19 in grant funding, with a City of Buckeye matching
requirement of $165,615.40 over a three-year period; and authorize the Mayor, City
Manager, City Attorney, and City Clerk to take the steps necessary to submit the grant
application on behalf of the City of Buckeye.

purpose and intent of the grant award.

the total amount of $ 4,777,253.55, constituting $2,945,973.00 in grant funds, with a City
of Buckeye matching requirement of $1,831,280.55, over a three-year period from the
date of a fully-executed grant agreement; and authorize the Mayor, the City Manager, the
City Attorney, and the City Clerk to take the steps necessary to submit the Grant
application on behalf of the City of Buckeye.

Management Agency (FEMA) Staffing for Adequate Fire and Emergency Response (SAFER) Grant

dedicated to creating a human trafficking, domestic violence, and sexual assault team to
increase common sense community policing capacity, in the amount of $500,000.00,
with a City of Buckeye matching requirement of $430,068.00 over a three-year period
from the date of a fully executed grant agreement; and authorize the Mayor, the City
Manager, the City Attorney, and the City Clerk to take the steps necessary in connection
with the submission of the Grant application on behalf of the City of Buckeye.

*4.R Council to take action to approve the New National Opioids Secondary Manufacturers
Settlements, to ratify and approve the execution of the Combined Participation Form on
behalf of the City and authorizing the City to participate in the Secondary Manufacturers
Settlements; and authorize the Mayor, City Manager, City Attorney, and City Clerk to
take the steps necessary to carry out the terms of the Secondary Manufacturers
Settlements on behalf of the City of Buckeye.

*4.S Council to take action on the Non-Profit Community Funding sub-committee's
recommendations to award funds to various non-profits that serve City of Buckeye
residents.

*4.T Council to take action on Resolution No. 65-25 approving the Transit Services
Amendment between the City of Buckeye and the Regional Public Transportation
Authority dba Valley Metro (Contract #109-75-2026-05-00), for the changes to the fixed
route bus service costs; and authorizing the City Manager to execute and deliver said
Contract and related documents on behalf of the City of Buckeye.

Council adopted Resolution No. 65-25 approving the Transit Services Amendment between the City of
Buckeye and the Regional Public Transportation Authority dba Valley Metro (Contract #109-75-2026-

execute and deliver said Contract and related documents on behalf of the City of Buckeye.

Addendum (CCPA) (Contract No. 2025214) between the City of Buckeye, an Arizona
municipal corporation, and Border Tire, an Arizona corporation, for the purchase of
new and retread tires; and authorize the City Manager to execute and deliver said CCPA
on behalf of the City of Buckeye.

5. Public Hearings / Non-Consent - New Business
5.A Council to hold a public hearing and take action on Resolution No. 51-25 revising the
General Plan land use description of the Employment land use designation to allow
limited residential uses within large-scale Community Master Plans or Planned Area
Developments on property designated for Employment and consisting of 1,280 acres or
more.

Mr. Galica presented information regarding the proposed minor general plan amendment aimed at
revising the employment land use designation to allow limited residential uses within large-scale
community master plans or planned area developments on properties of 1,280 acres or more. This
amendment, initiated by the Development Services Department, seeks to create a sustainable mix of
uses similar to models seen in North Phoenix. The proposal includes criteria ensuring that residential
uses do not become the primary focus, are not adjacent to heavy industrial uses, and include
performance standards for buffering and design. The Planning and Zoning Commission recommended
approval of this amendment, and it is intended to provide flexibility for future developments while
maintaining the primary focus on employment. Councilmember Youngker asked what prompted the
change in the general plan amendment. Mr. Galica explained that while the staff felt it was good
practice in general, the immediate motivation came from a master plan development which would
benefit from the proposed flexibility. Mayor Orsborn supported highlighted the benefits of flexibility for
large employment centers and the trend of workforce housing in close proximity to employment areas.
Councilmember HagEstad expressed the importance of maintaining competitiveness with other cities.
Mayor Orsborn opened a public hearing at 6:20 p.m. to hear citizen input regarding Resolution No. 51-
25. There being no comment, Mayor Orsborn closed the public hearing at 6:20 p.m. A motion was
made by Councilmember HagEstad and seconded by Councilmember Youngker to adopt Resolution
No. 51-25 revising the General Plan land use description of the Employment land use designation to
allow limited residential uses within large-scale Community Master Plans or Planned Area
Developments on property designated for Employment and consisting of 1,280 acres or more. Motion
passed unanimously.
6. Comments from the Mayor and Council
Councilmember Goodman: commented on the positive experience he had at the Fire Department
Charities pancake breakfast he recently attended.

Mr. Sandstrom presented a summary of current events.
