Pursuant to A.R.S. § 38-431.03(A)(3) the Council may, by majority vote, recess or adjourn to executive
session at one or more times during the meeting, as needed to confer with the City Attorney for legal
advice regarding any item listed on this agenda.
1. Call to Order/Invocation/Pledge of Allegiance/Roll Call
Mayor Orsborn called the meeting to order at 6:00 p.m.; Pastor Darius Sanders of Palm Valley Church
led the invocation; Vice Mayor Heustis led the Pledge of Allegiance.
Members Present: Councilmember Youngker, Councilmember Berry, Councilmember Goodman,
Councilmember HagEstad, Councilmember Beard, Vice Mayor Heustis, and
Mayor Orsborn.
Members Absent: None.
Departments Present: City Manager Doug Sandstrom, Deputy City Manager Dave Roderique, Deputy
City Manager Javier Setovich, Interim Deputy City Manager Cindy Camarata,

2. Comments from the Public:
Brian McAchran presented information regarding Wreaths Across America and invited Council and the
public to participate.
Jennifer Eastman presented information regarding Wreaths Across America.
3. Awards/Presentations/Proclamations
3.A Recognition of Buckeye’s state legislative delegation for their collaboration and support for the
City and its residents during the Arizona 57th Legislature, First Regular Session.
4. CONSENT AGENDA ITEMS / NEW BUSINESS
Approval of items on the Consent Agenda - All items with an (*) are considered to be routine
matters and will be enacted by one motion and vote of the City Council. A motion was made by

Vice Mayor Heustis and seconded by Councilmember Goodman to approve Items *4.A, *4.B,
*4.C, *4.D, *4.E, *4.F, *4.G, *4.H, and *4.I. Motion passed unanimously.
*4.A Council to take action on Resolution No. 88-25 ordering the work as described in
Resolution No. 77-25 and forming City of Buckeye Street Lighting Improvement District
No. SLID-2025-009; and ordering the recording and filing of this Resolution.

Council adopted Resolution No. 88-25 ordering the work as described in Resolution No. 77-25 and
forming City of Buckeye Street Lighting Improvement District No. SLID-2025-009; and ordering the
recording and filing of this Resolution.
*4.B Council to take action on Resolution No. 77-25 accepting a Petition for Formation of a
Street Light Improvement District (SLID); declaring its intention to form a Street Lighting
Improvement District; designating such District as the "City of Buckeye Street Lighting
Improvement District No. SLID-2025-009"; providing for the annual levy of taxes or
assessments equally apportioned upon all of the non-public property owners in the
District to purchase energy for the lighting of public streets and parks within and
adjacent to the District; and ordering the recording and filing of this Resolution.

designating such District as the "City of Buckeye Street Lighting Improvement District No. SLID-2025-
009"; providing for the annual levy of taxes or assessments equally apportioned upon all of the non-

within and adjacent to the District; and ordering the recording and filing of this Resolution.
*4.C Council to take action on Resolution No. 89-25 ordering the work as described in
Resolution No. 82-24 and forming the City of Buckeye Street Lighting Improvement
District No. SLID-2024-005; and ordering the recording and filing of this Resolution.

recording and filing of this Resolution.
*4.D Council to take action on a Replat for Verrado Highlands District Phase 1 Parcel 1,
located on the southwest corner of Verrado Way and Highlands Park Drive within the
Verrado Highlands District.

Council approved a Replat for Verrado Highlands District Phase 1 Parcel 1, located on the southwest
corner of Verrado Way and Highlands Park Drive within the Verrado Highlands District.
*4.E Council to take action on Resolution No. 90-25 approving United States Department of
Justice (DOJ) Office of Community Oriented Policing (COPS Office) FY25 Safer
Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement
Support for law enforcement support for agencies federal grant award; and authorizing
the City Manager to accept and deliver said Grand on behalf of the City and approving
the creation of a full-time position to assist in fulfilling the Grant objectives.
