CITY OF BUCKEYE REGULAR COUNCIL MEETING NOVEMBER 18, 2025 MINUTES City Council Chambers 530 East Monroe Avenue Buckeye, AZ 85326 6:00 p.m. Pursuant to A.R.S. § 38-431.03(A)(3) the Council may, by majority vote, recess or adjourn to executive session at one or more times during the meeting, as needed to confer with the City Attorney for legal advice regarding any item listed on this agenda. 1. Call to Order/Invocation/Pledge of Allegiance/Roll Call Mayor Orsborn called the meeting to order at 6:00 p.m.; Pastor Tedy Burton Pastor of the Citadel of Praise Christian Church led the invocation; Councilmember Goodman led the Pledge of Allegiance. Members Present: Councilmember Youngker, Councilmember Berry (via Microsoft Teams), Councilmember Goodman, Councilmember HagEstad (via Microsoft Teams), Councilmember Beard, Vice Mayor Heustis, and Mayor Orsborn. Members Absent: None. CONSENT AGENDA ITEMS / NEW BUSINESS Approval of items on the Consent Agenda - All items with an (*) are considered to be routine matters and will be enacted by one motion and vote of the City Council. A motion was made by Vice Mayor Heustis and seconded by Councilmember Goodman to approve Items *4.A, *4.B, *4.C, *4.D, *4.E, *4.F, *4.G, and *4.H. Motion passed unanimously. *4.A Council to take action on Resolution No. 92-25 enlarging the City of Buckeye Street Lighting Improvement District No. SLID-2022-006; and ordering the recording and filing of this Resolution. Staff Liaison: Ron Moll, City Engineer Council adopted Resolution No. 92-25 enlarging the City of Buckeye Street Lighting Improvement District No. SLID-2022-006; and ordering the recording and filing of this Resolution. Staff Liaison: Ron Moll, City Engineer Council adopted Resolution No. 93-25 enlarging the City of Buckeye Street Lighting Improvement District No. SLID-2021-002; and ordering the recording and filing of this Resolution. *4.C Council to take action on Resolution No. 95-25 enlarging the City of Buckeye Street Lighting Improvement District No. SLID-2007-010; and ordering the recording and filing of this Resolution. Staff Liaison: Ron Moll, City Engineer Council adopted Resolution No. 95-25 enlarging the City of Buckeye Street Lighting Improvement District No. SLID-2007-010; and ordering the recording and filing of this Resolution. *4.D Council to take action on Resolution No. 91-25 approving United States Department of Justice (DOJ) Office Of Community Oriented Policing (COPS Office) FY25 COPS Hiring Program Grant Award; authorizing the City Manager to accept and deliver said Grant on behalf of the City; and approving the creation of four new law enforcement officer positions. Staff Liaison: Rob Roach, Grant Program Manager Council adopted Resolution No. 91-25 approving United States Department of Justice (DOJ) Office Of Community Oriented Policing (COPS Office) FY25 COPS Hiring Program Grant Award; authorizing the City Manager to accept and deliver said Grant on behalf of the City; and approving the creation of four new law enforcement officer positions. *4.E Council to take action on Resolution No. 85-25 approving the Intergovernmental Agreement between the City of Buckeye and Agua Fria Union High School District No. 216 for school resource officer services at Verrado High School; and authorizing the Mayor and City Manager to execute and deliver said Agreement and related documents on behalf of the City of Buckeye. Staff Liaison: Robert Sanders, Chief of Police Council adopted Resolution No. 85-25 approving the Intergovernmental Agreement between the City of Buckeye and Agua Fria Union High School District No. 216 for school resource officer services at Verrado High School; and authorizing the Mayor and City Manager to execute and deliver said Agreement and related documents on behalf of the City of Buckeye. *4.F Council to take action on Resolution No. 86-25 approving the Intergovernmental Agreement between the City of Buckeye and Maricopa County authorizing Buckeye Police Department attendance at the Maricopa County Sheriff’s Office Detention Officer Training Academy; and authorizing the City Manager to execute and deliver said Agreement and related documents on behalf of the City of Buckeye. Staff Liaison: Robert Sanders, Chief of Police Council adopted Resolution No. 86-25 approving the Intergovernmental Agreement between the City of Buckeye and Maricopa County authorizing Buckeye Police Department attendance at the Maricopa County Sheriff’s Office Detention Officer Training Academy; and authorizing the City Manager to execute and deliver said Agreement and related documents on behalf of the City of Buckeye. *4.G Council to take action on the Cooperative Contract Purchase Addendum (CCPA No. 32600065) between the City of Buckeye, an Arizona municipal corporation, and DXP Enterprises, Inc., dba Hennesy Mechanical Sales, a Texas corporation, for Water and Wastewater Equipment Maintenance and Repair Services; and authorize the City Manager to execute and deliver said CCPA on behalf of the City of Buckeye. Continued / Tabled Public Hearings 5.A No action was taken on this item. The public hearing and action on Ordinance No. 29-25 amending the zoning map of the City of Buckeye for approximately 0.75 acres generally located at the southeast corner of South 5th Street and East Mahoney Avenue from Planned Residential (PR) to Downtown Residential (DR) is continued to the December 16, 2025 Regular Council Meeting. Public Hearings / Non-Consent - New Business 6.A Council to hold a public hearing only regarding a blank annexation petition requesting to annex two parcels of land, totaling approximately 1.86 acres, located at the southeast corner of Tuthill Road and Yuma Road. Staff Liaison: Mandy Woods, Principal Planner Ms. Woods presented information regarding the proposed annexation of two parcels of land totaling approximately 1.86 acres located at the southeast corner of Tuthill Road and Yuma Road. The applicant is David Hughes with EPS Group, representing the property owner, Mountain View S LLC. The annexation is intended to align with the preliminary plan for the proposed Mountain View South residential community, which will contain 601 single-family residential lots. The parcels are currently zoned as Maricopa County Rural (RU-43) and will be assigned the closest equivalent district, Single-Family Residential (R1-43), upon annexation. No public comments have been received, and there are no outstanding issues from reviewing departments. This is the first of two required public hearings, with the second expected to occur in approximately one month. Mayor Orsborn opened a public hearing at 6:07 p.m. to hear citizen input regarding the proposed annexation. There being no public comment, Mayor Orsborn closed the public hearing at 6:07 p.m. 7. Comments from the Mayor and Council – None. 8. City Manager's Report and Summary of Current Events Mr. Sandstrom presented a summary of current events. 9.
