CITY OF BUCKEYE SPECIAL COUNCIL MEETING AND COUNCIL EXECUTIVE SESSION DECEMBER 16, 2025 MINUTES City Council Chambers 530 East Monroe Avenue Buckeye, AZ 85326 Immediately following the Council Workshop 1. Call to Order/Roll Call Mayor Orsborn called the meeting to order at 3:34 p.m. Members Present: Councilmember Youngker, Councilmember Berry, Councilmember Beard, Councilmember Heustis, Vice Mayor Goodman, and Mayor Orsborn. Members Absent: Councilmember HagEstad. Departments Present: City Manager Doug Sandtrom, Deputy City Manager Dave Roderique, Deputy City Manager Javier Setovich, Deputy City Manager Jared Askelson, City Attorney Scott McCoy, City Clerk Lucinda Aja, Community Services Director Miranda Gomez, and Chief Human Resources Officer Cindy Camarata. 2. Convene into Executive Session At 3:34 p.m. a motion was made by Vice Mayor Goodman and seconded by Councilmember Youngker to convene into Executive Session pursuant to: a. A.R.S. Section 38-431.03 A.7 for a discussion or consultation for legal advice with the attorney or attorneys of the public body in order to consider its position and instruct its representatives regarding negotiations for the purchase, sale or lease of real properties in the vicinity of Sun Valley Parkway and within the city limits of the City of Buckeye; AND b. A.R.S. Sections 38-431.03 A.1 and 38-431.03 A.4 for discussion or consideration of appointment of an Interim City Attorney and discussion and consultation with the attorneys of the public body in order to consider its position regarding the role of the outgoing City Attorney. Motion passed unanimously. 3. Reconvene into Public Meeting At 4:16 p.m. a motion was made by Councilmember Youngker and seconded by Vice Mayor Goodman to reconvene into the Public Meeting. Motion passed unanimously. 4. Action Items 4.A Council to take action on the appointment of an Interim City Attorney, effective January 2, 2026. December 16, 2025 Special Council Meeting and Council Executive Session Minutes A motion was made by Councilmember Heustis and seconded by Vice Mayor Goodman to appoint Tosca Henry as Interim City Attorney, effective January 2, 2026. Motion passed unanimously. 5. Adjournment There being no further business to discuss, Mayor Orsborn adjourned the meeting at 4:17 p.m. _________________________________ Eric W.
