CITY OF BUCKEYE SPECIAL COUNCIL MEETING AND COUNCIL EXECUTIVE SESSION JULY 14, 2025 MINUTES City Council Chambers 530 East Monroe Avenue Buckeye, AZ 85326 2:00 p.m. 1. Call to Order/Roll Call Mayor Orsborn called the meeting to order at 2:00 p.m. Members Present: Councilmember Youngker (arrived at 2:06 p.m.), Councilmember Berry, Councilmember Goodman, Councilmember HagEstad (arrived via Microsoft Teams at 2:03 p.m.), Councilmember Beard, Vice Mayor Heustis, and Mayor Orsborn. Members Absent: None. Departments Present: Interim City Manager Dave Roderique, Deputy City Manager Doug Sandstrom, Deputy City Manager Javier Setovich, City Attorney Scott McCoy, City Clerk Lucinda Aja, Economic Development Director Suzie Boyles, Human Resources Director Cindy Camarata, and MGT Recruiter Sarah McKee. 2. Convene into Executive Session At 2:01 p.m. a motion was made by Councilmember Goodman and seconded by Vice Mayor Heustis to convene into Executive Session, pursuant to: a. A.R.S. Section 38-431.03 A.3, A.R.S. Section 38-431.03 A.4 and A.R.S. Section 38- 431.03A.7for discussion or consultation for legal advice with the attorneys of the public body, discussion or consultation to consider its position and instruct its attorney regarding contracts that are subject to negotiation and discussion and consultation with designated representatives of the public body to consider its position and instruct its attorney’s regarding the purchase of real property all in connection with negotiations towards an agreement for real property and related improvements with the Buckeye Union High School District; and b. A.R.S. Section 38-431.03 A.1 regarding discussion or consideration of employment, assignment, appointment, promotion of candidates for the City Manager position. Motion passed unanimously. 3. Reconvene into Public Meeting At 3:40 p.m. a motion was made by Councilmember Goodman and seconded by Vice Mayor Heustis to reconvene into the public meeting. Motion passed unanimously. Non-Consent / New Business 4.A Possible action to direct staff on the acquisition of real property and actions related thereto. Staff Liaison: Scott McCoy, City Attorney A motion was made by Councilmember Goodman and seconded by Councilmember Youngker to direct staff to proceed with the purchase of the property located at 623 West Highway 85, and authorizing the Interim City Manager to execute all documents necessary for the purchase. Motion passed unanimously. 4.B Possible action to direct staff on the next steps in the city manager selection process, including the extension of the recruitment period, scheduling of interviews of potential candidates, or the appointment of a city manager. Staff Liaison: Scott McCoy, City Attorney No action was taken on Item 4.B. 5. CONSENT AGENDA ITEMS / NEW BUSINESS Approval of items on the Consent Agenda - All items on the Consent Agenda are considered to be routine matters and will be enacted by one motion and vote of the City Council. A motion was made by Vice Mayor Heustis and seconded by Councilmember Youngker to approve Consent Agenda Items 5.A and 5.B. Motion passed unanimously. 5.A Council to take action on the request for a new Series 012 (Restaurant) Liquor License (Application No. 349503) for Heritage at Old Town, located at 409 East Monroe Avenue in Buckeye. Staff Liaison: Lucinda Aja, City Clerk Council approved the request for a new Series 012 (Restaurant) Liquor License (Application No. 349503) for Heritage at Old Town, located at 409 East Monroe Avenue in Buckeye. 5.B Council to take action on the request for a new Series 012 (Restaurant) Liquor License (Application No. 350784) for Monroe's Kitchen, located at 416 East Monroe Avenue in Buckeye. Staff Liaison: Lucinda Aja, City Clerk Council approved the request for a new Series 012 (Restaurant) Liquor License (Application No. 350784) for Monroe's Kitchen, located at 416 East Monroe Avenue in Buckeye. 6.
