Minutes of the In – Person Meeting of the Burlington Aging Council
Tuesday 21st March, 2023 4:00pm – 5:30pm
In person at Contois Auditorium, 2nd Floor City Hall, 149 Church Street, Burlington VT

Example of making City more dynamic and accessible in Winter – BTV Winter Access Strategy, including

pop-ups and frontages, central info access points
4. Review of Working Group Emerging Priorities from Presentation and Action steps:
i) Continue to refine Recommendations for programming and investment & Recommendations
for new policies/plans (Note the desired outcomes, outputs, and how these recommendations
may address racial equity and other identity disparities.) Discussion and review of other
working group priorities.
ii) Activate final set of work groups. Still need to ID the leader for the final WG Health
Promotion. Discussion of additional priorites to add and also ovelap of gorpus – eg
transportation and accessible spaces etc.
iii) Outline steps to producing a final report to City Council in June. Move towards producing the
TOP FIVE recommendations, prioritized from the Action Areas.
The presentation is the first draft moving towards the Action Plan for an Age Friendly
Burlington – present to BTV CC – be mindful of state actions on aging – ensure the plan is
resource appropriate and is adequately funded.
iv) Determine how to use the City funding originally targeted at an internship. The group agreed
to use the funds for a consultant to develop and shepherd the Action Plan and other
recommendations. CEDO and CoChairs will produce the RFP. The consultant should consider
the working group reports and ensure the priorities are justified – the action plan is
comprehensive and actionable. CM suggests to look at examples from other cities. Aim to
present to City Council in Summer.
v) Report out on NPA 2/3 and other opportunities to represent the work of the BAC by BP and
CM

Plan template for workgroup input to the Plan:
To provide consistency across workgroups and assemble a coherent plan of action of highest use and reference for City
Council and Burlington’s Administration, each work group will organize itself to address and then provide a report in the
template below:
1) What is the current state
i) Background information, data, issues re: to Burlington
ii) What is currently in place to work on or address the issues identified?
iii) What current disparities, based on race and other identities, exist for community members?
iv) Where are the gaps? What is not being fully or effectively addressed?
2) What are opportunities and what are the specific needs to address?
i) What opportunities or actions would address race and other identity disparities? Identify specific
projects or actions.
ii) Is there a priority order in which to best address issues?
iii) Is there low-hanging fruit that should be addressed immediately?
iv) Are there key opportunities due to funding or the work of other organizations that Burlington should
capitalize on?
3) What are specific action steps needed for Burlington?
i) Recommendations for programming and investment – focus upon race and other identity disparities
ii) Recommendations for new policies/plans
