status of the City’s labor negotiations would clearly place the City at a substantial
disadvantage; and
2. Based upon that finding, move to enter executive session pursuant to 1 VSA
313(a)(1)(B) to discuss the status of bargaining a successor labor relations
agreement with the IBEW, and to include in attendance the City’s bargaining team
and staff from the Human Resources Department, Department of Finance and
Administration, and City Attorney’s Office.
