He noted that a blanket ban would be too dramatic, but if there weren't active management of designated peddling spots, they could end up in the same place they are now(with obsolete designated peddling spots). Added that if they put any recommendation forward, it would be far more controversial than if they did not - C Mason indicated that the only recommendation in favor of extending peddlers in the Central District which he could see working would be a pilot program in City Hall Park, that is if there were any desire to move forward with one. He expressed that designating cart spots seemed to be a ridiculous and unsustainable method, and suggested that giving peddlers the ability to propose their own spot would be a better option - A Bunten asked who would be checking the proposed spots if they were to allow peddlers to choose their own spots. C Mason responded that the License Committee would through their own verified checklist. D Miller replied that in reality, enforcement is often an issue for the City and allowing peddlers to choose their own spots could lead to further issues due to lack of enforcement - J Nick proposed that they leave the License Committee decision model the same, but that they allow the Marketplace Commission to take over the management of the peddlers in the Central Peddling District as a small step towards active management and extension of the Downtown Improvement District. He continued that active management is needed in order for peddlers to operate in the Downtown Improvement District, and stated that the Marketplace Commission would be able to fill that management role - A Bunton stated that they could probably all agree on where peddlers should not go and suggested that they could be at the CityPlace site in the future - C Mason stated that they would not take a vote on whether to remove the currently designated peddler spots, but would instead write a report stating that the Committee did not come to a consensus, with the observation that there is a distinction between carts and trucks and therefore a possible policy conflict between cart/truck fees that are paid, while also noting the concern over the outdated truck/cart spots in the Central Peddling District 5.0 Committee Member Items 6.0 Communications Page 2 of 3 Food Truck Committee Meeting, Wednesday, December 18, 2019, 5:30 - 7:00 pm, Conference Room 12, Burlington City Hall 12/18/2019 Minutes from: 11/20/2019 Motion by D Miller, seconded by A Bunten Final Resolution: Motion passed unanimously 7.0 Adjournment Motion to Adjourn Motion by C Mason, second by W Clavelle Final Resolution: Motion passed unanimously Page 3 of 3
