25 min Duncan Kreps, Jill Clark-Gollub, Paul Fleckenstein - VT Coalition for Palestinian Liberation
- Paul Fleckenstein mentions that the Democratic majority has denied the citizens of Burlington the
ability to vote on the Apartheid-Free resolution. Paul then claims that the Democratic majority has
done this because they support the state of Israel. Paul goes on to explain why the State of Israel is
an apartheid state, including detailing the dispossession of Palestinian land, discrimination against
Palestinians etc. Paul mentions that groups like Amnesty International, Human Rights Watch, and
the International Community Court have all determined that Israel is an apartheid state. Israel also
passed a law in 2018 that defined the right to self-determination as a right “unique to the Jewish
people,” which Paul claims is Israel self-defining as an apartheid state. Paul then details how the
State of Israel shrunk the State of Palestine over time, and mentions that billions of dollars in
military aid have been sent to Israel from the United States, including millions from Vermont.
- Duncan takes over, mentions that 27.6M left Vermont to pay for aid to Israel. Duncan also
mentions that four Palestinian students were shot in Burlington, and that Vermonters have always
been on the forefront of rights for others. All of these things make this a local issue. Duncan then
mentions that 9 Vermont towns have already adopted the Apartheid Free Community pledge.
Duncan then details how the Burlington ballot process works, and mentions that Burlington has
twice met the necessary number of signatures to put the Apartheid-Free Communities question on
the ballot, but it has been blocked by the Democratic majority. Duncan then details that the new
strategy is to send an open letter to the Burlington City Council, pressuring them to allow this
question to appear on the next Town Meeting Day ballot. Duncan also encourages people to sign
the open letter and reach out to the Democratic City Councilors.
- Kit Andrews, Ward 2 Resident, mentions that she appreciates the presentation and that she agrees
with the Apartheid-Free Resolution. She wants to know what the process will be to put an NPA

resolution supporting the Apartheid-Free resolution up for a vote during the next NPA meeting.
Nora from the NPA Steering Committee outlines the process, including that the vote could be
detailed in the agenda for the next meeting.
- Melo Grant, Ward 2 City Councilor, encourages people to contact the Democratic city councilors.
- Paul Fleckenstein details all of the reasons why Democratic city councilors previously gave for not
allowing the resolution to go up for a vote, which he describes as basically a word salad.
- Nora confirms that the NPA will add an NPA Resolution supporting the Apartheid-Free Community
resolution onto the Agenda for our December meeting for the NPA to vote on.
7:10 pm Migrant Justice Overview & Updates
25 min Rachel Elliott - Communications & Development Coordinator, Migrant Justice
- Rachel passes the mic over to her colleague, who happened to also be at the Ward 2 NPA Meeting.
- Rachel’s colleague asks folks what they know about Migrant Justice, and people from the meeting
shout out things like “Labor Rights,” “Milk with Dignity,” etc. Rachel’s colleague details that Migrant
Justice started after a migrant farmworker died and a movement mobilized to give migrant workers
labor rights, human rights, etc. Rachel’s colleague wants everyone to know that we can all play a
part in supporting Migrant Justice as consumers, since we can pressure companies to sign onto
agreements like Milk with Dignity.
- Rachel takes back over, mentions that over the past 10 months, there has been almost a tenfold
increase in immigration detentions. Rachel then mentions that quite a few of them have been
freed due to community support and the work of Migrant Justice. Rachel talks about the Migrant
Justice Rapid Response network, and talks about how the majority of immigration detention cases
in Vermont are initiated by CBP, or Border Patrol. However, ICE has been active in Burlington, and
ICE is much harder to recognize since they drive unmarked cars, don’t wear uniforms, etc. Rachel
then goes over a short version of a “know your rights” training. She says that everybody, regardless
of immigration status, has the right to remain silent. She also details what you should say if you are
detained, and she encourages everybody, regardless of immigration status, to exercise these rights
because that ensures the exercise of these rights aren’t used as probable cause to assume
someone’s immigration status.
- Rachel then talks about the Milk with Dignity campaign, and mentions that Hannaford has said
that they are, in retrospect, glad that Migrant Justice is out encouraging them to improve their
supply chain. Hannaford’s parent company also sent an independent auditor to come and look at
the conditions of Hannaford dairy farms, which has provided an opening for Migrant Justice to
continue the struggle encouraging Hannaford to sign onto the Milk with Dignity pledge. Rachel
talks about the Milk with Dignity Day of Action on 11/15, encouraging everybody to get involved in
Morrisville from 10am-12pm, South Burlington from 1-3pm,, or Middlebury from 4-6pm.
- Charlie G, Ward 2, mentions that the Milk with Dignity actions are actually quite fun and that he
has always had a good time at the Migrant Justice demonstrations.
- Justine Henninger, Ward 3, mentions that she has seen videos online of ICE agents being sent away
from homes by citizens. She wants to know what is happening that convinces ICE agents to leave.
Rachel answers that sometimes it is something as simple as community support, showing up in
large numbers, but also community knowledge of rights can protect communities from ICE.
- Paul Fleckenstein, Ward 2, mentions that Migrant Justice has set an example for others on how to
stand up for our human rights, and commends them for leading the way on that.

- Ward 2 resident from Chicago mentions that they have seen videos from Chicago where ICE agents
are simply not following the law, and they want to know what to do when ICE agents do not follow
the law. Rachel answers that our rights only exist as long as we can stand up for them. Rachel also
talks about how Migrant Justice was surveilled by ICE in 2016/2017 and successfully sued them for
violating their first amendment rights.
7:35 pm Updates from Community Resource Center (CRC)
25 min Brenna Bedard - CRC Outreach Coordinator, Champlain Valley Office of Economic Opportunity
- Brenna mentions the work that CVOEO does in our community, including the hot meal that they
serve in collaboration with Feeding Champlain Valley, the street outreach team, etc.
- Kason, Ward 2, asks about the construction on the Feeding Champlain Valley building. Brenna
answers that it will be office space for the Feeding Champlain Valley staff, an extension of the
dining room to feed more people, as well as a warm space during the day for people to get coffee.
8:00 pm Overview of Two Development Projects in the ONE:

each Michael Chaucer - Haven Architecture LLC
- Michael’s project will include 16 super efficient units on top of a currently existing, dilapidated
duplex. The building will be four stories. The design will be based on other existing buildings that
already exist in the Old North End. The building will be all-electric, fully compliant with the FHA
accessibility standards. The building will have indoor bike parking, will be dog friendly, will have a
fenced in yard site for resident dogs, and a rooftop deck for neighborhood gatherings. Construction
is slated to begin by Summer 2026, and the goal is to have the building done by June 2028 at the
latest.
- Ward 2 resident asks about the construction process and mitigation of construction pollution as
they demolish the old structure, Michael answers that much of that is more the purview of the
Contractor, but he is confident that they will follow all appropriate regulations.
- Charlie G, Ward 2 resident, asks about trash collection, parking requirements, and other details of
the project. Michael mentions that they are building in an area for trash totes to be stored and
wheeled out for collection, and that due to the new zoning requirements, this building will not
have any off-street parking but will encourage pedestrian infrastructure.
134–141 Archibald Street
Michael Alvanos - JRMA Design Studio
- Michael is in the process of redesigning a building on Archibald St and Bright St. The current
owners are the owners of Skinny Pancake, and they are primarily using it as office space and
storage. They are now moving office spaces and intending to turn this building into apartments.
The existing site has a parking lot in the back, a concrete pad, and some green space. Michael
intends to expand the green space and build some bike parking.
- Gene Bergman, Ward 2 City Councilor, mentions that outside bike parking is likely not a good idea
for that space and would prefer indoor secured bike parking. Gene also mentions that there will be
a lot more salt
- Travis, Ward 5 resident, asks how old the current building is. And Michael answers that the building
is old, but doesn’t know the exact year the original building was built. Travis asks if the building will
be built to last, Michael mentions that he can see this building lasting at least sixty years if not
more.

Michael Chaucer is an Architect with Haven Architecture LLC. Michael works on
residential projects throughout New England, with a focus on additions and new
construction of single family homes and multifamily buildings. Michael is a
graduate of the Boston Architectural College, the University of Vermont, and
Burlington High School.
Haven Architecture LLC is a small architectural design firm with a team of five
employees and an office on Battery Street in Burlington.

What are our goals?
To utilize the new Neighborhood Code to
create “missing middle” housing. The new
building will include 16x highly efficient
and affordable rental units.
The building will be all-electric, and will
meet all of the latest energy efficiency
standards. The rental rates will target
middle-income affordability, and will
provide a mix of 1- and 2-bedroom
apartments.

What will it look like?
We are taking inspiration from the Old
North End buildings that we love and
cherish. Our goal is to create a design
that will fit seamlessly into the existing
cultural fabric of our beloved
neighborhood.
The new building will be four stories
high, with traditional details and
exterior treatments that reflect the
building traditions of the Old North End. Page 33 of 49
What about amenities?
This all-electric, high-efficiency building will be
designed to be fully compliant with FHA
accessibility standards, including wheelchair
accessible elevator access. There will be
indoor, secured bike parking for each resident,
including E-bike charging stations. The building
will be dog friendly, and will have a fenced in
yard on site for our resident pups to play in, as
well as a rooftop deck for neighborhood
gatherings with a view.

What is our timeline?
We hope to begin construction in the
Summer of 2026, and we expect
construction to take 12-18 months. Our
goal is to have the new homes available
for rent by June 2028 or sooner!
