(Item No. F.1, BILL NO. 25-117) D. Consent Agenda The Consent Agenda is a meeting method to make City Council meetings more efficient and meaningful to the members of the audience. All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council. D.1. Approval of the November 17, 2025, Regular Session City Council Minutes. D.2. BILL NO. 25-114, an Ordinance vacating the City's interest in part of a Utility Easement located in Lot 2 of Star Vue Subdivision, in the City of Cape Girardeau, Missouri. Second and Third Readings. D.3. BILL NO. 25-115, an Ordinance approving the record plat of Star Vue Groves. Second and Third Readings. D.4. BILL NO. 25-116, a Resolution acknowledging receipt of an annexation petition for property adjacent to the Cape Girardeau Regional Airport and setting a public hearing regarding the proposed annexation. Reading and Passage. D.5. A motion to accept water main improvements to serve the Community Counseling Center at 1987 Rusmar Street in the City of Cape Girardeau. E. Appearances regarding items not listed on the agenda This is an opportunity for the City Council to listen to comments regarding items not listed on the agenda. The Mayor may refer any matter brought up to the City Council to the City Manager if action is needed. Individuals who wish to make comments must first be recognized by the Mayor or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the City Council as a whole. Meeting Adjournment Closed Session The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
