F.2, BILL NO. 26-11) D. Consent Agenda The Consent Agenda is a meeting method to make City Council meetings more efficient and meaningful to the members of the audience. All matters listed within the Consent Agenda have been distributed to each member of the Cape Girardeau City Council for reading and study, are considered to be routine, and will be enacted by one motion of the council with no separate discussion. Staff recommends approval of the Consent Agenda. If separate discussion is desired, that item may be removed from the Consent Agenda and placed on the Regular Agenda by request of a member of the City Council. D.1. Approval of the January 20, 2026 Regular Session City Council Minutes. D.2. BILL NO. 26-04, an Ordinance annexing land adjacent to the Cape Girardeau Regional Airport into the city limits of the City of Cape Girardeau, Missouri. Second and Third Readings. D.3. BILL NO. 26-05, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by zoning newly annexed property adjacent to the Cape Girardeau Regional Airport as A-1, Airport District. Second and Third Readings. D.4. BILL NO. 26-06, an Ordinance extending the boundaries of Ward 2 to include property newly annexed into the city limits of the City of Cape Girardeau, Missouri. Second and Third Readings. D.5. BILL NO. 26-07, an Ordinance authorizing the City Manager to execute a Grant Agreement with the Missouri Highways and Transportation Commission to Fund Air Service Promotion and Marketing at the Cape Girardeau Regional Airport. Second and Third Readings. D.6. BILL NO. 26-08, a Resolution authorizing a grant application to MoDOT for DWI enforcement, and authorizing City Officials to execute all necessary grant documents. Appearances regarding items not listed on the agenda This is an opportunity for the City Council to listen to comments regarding items not listed on the agenda. The Mayor may refer any matter brought up to the City Council to the City Manager if action is needed. Individuals who wish to make comments must first be recognized by the Mayor or Mayor Pro Tempore. Each speaker is allowed 3 minutes. Please face and speak directly to the City Council as a whole. The Mayor and Council Members will not engage or answer questions during the speaker's time at the podium. The timer will sound at the end of the speaker's time. Meeting Adjournment Closed Session The City Council of the City of Cape Girardeau, Missouri, may, as a part of a study session or regular or special City Council meeting, vote to hold a closed session to discuss issues listed in RSMo.
