Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session February 2, 2026 MM -223 STUDY SESSION — February 2, 2026 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, February 2, 2026, at 5: 00 p. m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas present. REGULAR SESSION — February 2, 2026 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, February 2, 2026, at 5: 15 p. m. with Mayor Stacy Kinder presiding and Council Members Mark Bliss, David J. Cantrell, Bryan Johnson, Dan Presson, Tameka Randle and Nate Thomas were present. ADOPTION OF THE AGENDA A Motion was made by Mark Bliss, Seconded by Nate Thomas, to approve and adopt the agenda. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. PUBLIC HEARING A Public Hearing to consider vacating the City' s interest in North Frederick Street Right of Way between Olive Street and Mason Street, in the City of Cape Girardeau, Missouri. Mayor Stacy Kinder opened the Public Hearing. There being no appearances, the public hearing was closed. CONSENT AGENDA Approval of the January 20, 2026, Regular Session City Council Minutes. BILL NO. 26- 04, an Ordinance annexing land adjacent to the Cape Girardeau Regional Airport into the city limits of the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 26- 05, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by zoning newly annexed property adjacent to the Cape Girardeau Regional Airport as A- 1, Airport District. Second and Third Readings. BILL NO. 26- 06, an Ordinance extending the boundaries of Ward 2 to include property newly annexed into the city limits of the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 26- 07, an Ordinance authorizing the City Manager to execute a Grant Agreement with the Missouri Highways and Transportation Commission to Fund Air Service Promotion and Marketing at the Cape Girardeau Regional Airport. Second and Third Readings. BILL NO. 26- 08, a Resolution authorizing a grant application to MoDOT for DWI enforcement, Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session February 2, 2026 MM -224 and authorizing City Officials to execute all necessary grant documents. Reading and Passage. BILL NO. 26- 09, a Resolution authorizing a grant application to MoDOT for Hazardous Moving Violation Enforcement, and authorizing City Officials to execute all necessary grant documents. Reading and Passage. BILL NO. 26- 12, a Resolution authorizing the Mayor to execute an Agreement for Services with Southeast Missouri Regional Economic Development, Inc., a/ k/a Semo REDI. Reading and Passage. Approval of a time extension for the special use permit issued to Derek and Karla Cornelius for a billboard at 3849 Business Park Place. A Motion was made by David J. Cantrell, Seconded by Dan Presson, to approve and adopt. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. NEW ORDINANCES BILL NO. 26- 10, an Ordinance authorizing the Mayor to execute a Memorandum of Understanding with Cape Girardeau County, City of Jackson, and Southeast Missouri State University, regarding a Joint Emergency Operations Center. First Reading. Mayor Kinder called for public appearances regarding this Bill. No one appeared. A Motion was made by David J. Cantrell, Seconded by Dan Presson, to approve. Following discussion, motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. BILL NO. 26- 11, an Ordinance vacating the City' s interest in a portion of Frederick Street Right - of -Way, in the City of Cape Girardeau, Missouri. First Reading. Mayor Kinder called for public appearances regarding this Bill. No one appeared. A Motion was made by Dan Presson, Seconded by Nate Thomas, to approve. Motion passed. 7- 0. Ayes: Bliss, Cantrell, Johnson, Kinder, Presson, Randle, Thomas. MEETING ADJOURNMENT A Motion was made to adjourn by Dan Presson, Seconded by Tameka Randle. Motion passed. 7- 0.
