Proceedings of the City Council, City of Cape Girardeau, Mo. Regular Session May 04, 2026 MM- 247 STUDY SESSION— May 04, 2026 NO ACTION TAKEN DURING THE STUDY SESSION The Cape Girardeau City Council held a study session at the Cape Girardeau City Hall on Monday, May 04, 2026, at 5: 01 p.m. with Mayor Robert F. Guard presiding and Council Members Mark Bliss, Bryan Johnson, Tameka Randle, DeWayne Schaaf and Nate Thomas present. David Cantrell was absent. REGULAR SESSION— May 04, 2026 CALL TO ORDER The Cape Girardeau City Council convened in regular session at the Cape Girardeau City Hall on Monday, May 04, 2026, at 5: 33 p. m. with Mayor Robert F. Guard presiding and Council Members Mark Bliss, Bryan Johnson, Tameka Randle, DeWayne Schaaf and Nate Thomas were present. David J. Cantrell was absent. ADOPTION OF THE AGENDA A Motion was made by Mark Bliss, Seconded by Nate Thomas, to approve and adopt the agenda. Motion passed. 6- 0. Ayes: Bliss, Guard, Johnson, Randle, Schaaf, Thomas. Absent, Cantrell. PUBLIC HEARINGS A Public Hearing to consider a request to rezone property located on North Main Street from M- 1 Light Manufacturing/ Industrial District) to CBD( Central Business District). Mayor Guard abstained for financial reasons due to his employment with MRV Banks. Mayor Pro Tempore Nate Thomas opened the public hearing. There being no appearances, the hearing was closed. CONSENT AGENDA Approval of the April 20, 2026 Regular Session City Council Minutes. BILL NO. 26- 34, an Ordinance authorizing the City Manager to execute a Transportation Planning Consolidated Grant Agreement with the Missouri Highways and Transportation Commission, in the City of Cape Girardeau, Missouri. Second and Third Readings. BILL NO. 26- 35, an Ordinance approving the record plat of Laurentius Larkspur Subdivision. Second and Third Readings. BILL NO. 26- 37, a Resolution authorizing the City Manager to execute the Third Amendment to Lease Agreement with BNSF Railway Company for property along Aquamsi Street, in the City of Cape Girardeau, Missouri. Reading and Passage. BILL NO. 26- 38, a Resolution authorizing the City Manager to execute agreements with Nip Kelley Equipment Company, Inc., for the Cape Rock Drive Sidewalk project, in the City of Cape Girardeau, Missouri. Regular Session May 04, 2026 MM- 248 A Motion to Accept the Improvements and Authorize Final Payment to Apex Paving Co. for the 2025 Asphalt Overlay Program A Motion was made by Mark Bliss, Seconded by Bryan Johnson, to approve and adopt. Motion passed. 6- 0. Ayes: Bliss, Guard, Johnson, Randle, Schaaf, Thomas. Absent, Cantrell. BILL NO. 26- 34 will be Ordinance NO. 5905. BILL NO. 26- 35 will be Ordinance NO. 5906. BILL NO. 26- 37 will be Resolution NO. 3700. BILL NO. 26- 38 will be Resolution NO. 3701. ITEMS REMOVED FROM CONSENT AGENDA BILL NO. 26- 36, an Ordinance accepting Permanent Utility Easements from Forefront Holdings, LLC, for property located on Old Hopper Road. A Motion was made by DeWayne Schaaf, Seconded by Bryan Johnson, to approve and adopt. Motion passed. 5- 0. Ayes: Bliss, Johnson, Randle, Schaaf, Thomas. Absent, Cantrell. Mayor Guard abstained for financial reasons due to his employment with MRV Banks. BELL NO. 26- 36 will be Ordinance NO. 5907 NEW ORDINANCES BILL NO. 26- 39, an Ordinance approving the record plat of Prominence I Subdivision. First Reading, Mayor Guard called for public appearances regarding this Bill. No one appeared. A Motion was made by Nate Thomas, Seconded by DeWayne Schaaf, to approve. Motion passed. 6- 0. Ayes: Bliss, Guard, Johnson, Randle, Schaaf, Thomas. Absent, Cantrell. BILL NO. 26- 42, an Ordinance amending Chapter 30 of the Code of Ordinances of the City of Cape Girardeau, Missouri, by changing the zoning of property located on North Main Street, in the City and County of Cape Girardeau, Missouri, from M- 1 to CBD. First Reading. Mayor Pro Tempore Thomas called for public appearances regarding this Bill. No one appeared. A Motion was made by Tameka Randle, Seconded by Mark Bliss, to approve. Motion passed. 5- 0. Ayes: Bliss, Johnson, Randle, Schaaf, Thomas. Absent, Cantrell. Mayor Guard abstained for financial reasons due to his employment with MRV Banks. MEETING ADJOURNMENT A Motion was made by Mark Bliss, Seconded by Nate Thomas, to adjourn to closed session, pursuant to RSMo. Sections 610. 021( 1) for legal actions and litigation and confidential communications with legal counsel. Motion passed. 6- 0. Ayes: Bliss, Guard, Johnson, Randle, Schaaf, Thomas. Absent, ntrell.
