BOARD OF FIRE AND POLICE COMMISSIONERS April 15, 2025, at 9:00 am Meeting Minutes 1. Call to Order / Roll Call The City of Carbondale Board of Fire and Police Commissioners held a meeting on Tuesday, April 15, 2025, in Carbondale Civic Center Room 116, 200 South Illinois Avenue. Chair Randy Burnside called the meeting to order at 9:04 a.m. Roll Call Commissioners Present: Randy Burnside, Tom Busch, Mike Dismore, Linda Flowers, and John Michalesko Commissioners Absent: None Acknowledgement of Guests: Also present were Deputy City Clerk Clinette Hayes, Fire Chief Rob Miller, and Equity and Engagement Coordinator Sharonda Cawthon, Acting Chief of Police Tony Williams, and Assistant to the Police Chief Gerald Edwards. 2. Citizen’s Comments - None 3. Approval of the Meeting Minutes from March 20, 2025 MOTION: T. Busch moved, J. Michalesko seconded, that the Board approve the meeting minutes from March 20, 2025. VOTE: All ayes. Nays – None. Motion declared carried. 4. Closed Meeting to Conduct Oral Interviews for Entry-Level Firefighter and Entry-Level Police Officer MOTION: J. Michalesko moved, M. Dismore seconded, that the Board hold a closed meeting for the purpose of discussing the appointment, employment, compensation, discipline, performance, or dismissal of specific employees pursuant to 5 ILCS 120/2(c)(1), specifically to conduct oral interviews for Entry-Level Firefighter and Entry-Level Police Officer. VOTE: All Ayes. Nays – None. Motion declared carried. Open session recessed at 9:06 a.m. *Fire Chief Rob Miller exited the meeting and Acting Chief of Police Tony Williams, and Assistant to the Police Chief Gerald Edwards entered the meeting at 10:42a.* 5. Return to Open Session There was no formal action taken as a result of the closed meeting. There being no further business to come before the Board, L. Flowers moved, T. Busch seconded, that the Board return to open session. VOTE: All Ayes. Nays – None. Motion declared carried. Open session resumed at 10:50 a.m. 6. Certify the Assessment Center Results for Promotion to Police Sergeant MOTION: L. Flowers moved, J. Michalesko seconded, that the board certify the assessment center results for promotion to Police Sergeant. VOTE: All Ayes. Nays - None. Motion declared carried. Board of Fire and Police Commissioners Meeting Minutes – April 15, 2025 7. City Staff Updates / Comments Police Department staff updated the Board on the progress of several officers who are currently in field training as well as those who are finishing up at the academy. 8.
