ft • CARBONDALE Al l Ways Open CITY OF CARBONDALE FIREFIGHTER'S PENSION FUND BOARD OF TRUSTEES MEETING M INUTES 9:00 A.M., JULY 15, 2025 FIRE STATION 2-401 N. GLENVIEW DRIVE Jay Crippen call ed the meeting to order at 9:0 l a.m. with the following members of the Board present/absent: PRESENT: Jay Crippen, President; Steve Myers, Secretary; Ted Lomax, Firefighter Retiree Representati ve; Jeff Davis, Trustee; Jennifer Sorrell, Trustee. ABSENTEES: None. GUESTS: None. Also present was Fire Department Administrative Assistant/ Recorder Kathy Haldeman. MINUTES OF PREVIOUS MEETING A motion was made by Ted Lomax to approve the minutes of the April 15, 2025, meeting. The motion was seconded by Steve Myers. VOICE VOTE: AYES: Jay Crippen, Steve Myers, Ted Lomax, Jeff Davis, and Jennifer Sorrell. NAYS: None. The motion was declared carried. TREASURER'S REPORT Jeff Davis presented the Treasurer's Report for the period ending June 2025 and the IFPIF Statement of Results for the period ending May 2025. Investments showed a decrease of $246,663 since February' s statement. Real estate taxes of $ 197 .06 were received in April, and replacement taxes of $28,8 10.24 were received in May. Board members discussed the cash balance of $777,665 and the Illinois Funds balance of $258,205. A motion was made by Steve Myers to pause the FPIF Global Cash Movement Recurring Withdrawal in the amount of $ 180,000 for the month of August. The motion was seconded by Ted Lomax . ROLL CALL VOTE: Jay Crippen - AYE, Steve Myers - AYE, Ted Lomax - AYE, Jeff Davis - AYE, Jennifer Sorrell -AYE. AYES: Four, NAYS: None. The motion was declared carried. A motion was made by Steve Myers to accept the Treasurer's Report and approve expenses totaling $578,799.97, of which $552,867.99 was payroll. The motion was seconded by Ted Lomax. VOICE VOTE: AYES: Jay C rippen, Steve Myers, Ted Lomax, Jeff Davis, and Jennifer Sorrell. NAYS: None. The motion was declared carried. UNFINISHED BUSINESS Jeff Davis stated that he has replied to all questions asked by RSM US LLP, who are conducting the FPIF audit. Steve Myers presented salary and monthly benefit infonnation for fo rmer Fi refighter Dallas Mayer. Mr. Mayer' s prorated benefi t salary for July is $2,685.38 and monthly benefit salary beginning in August is $3,6 19.43. Steve Myers presented salary and monthly benefit information for former Assistant Fire Chief Michael Rishel. Mr. Rishel's prorated benefit salary for May is $3,029.72 and monthly benefit salary beginning in June is $6,261.43. ~ NEW BUSINESS Steve Myers presented an Application for Membership for Probationary Firefighter Joseph Draper, Probationary Firefighter Devin Biffar, and Probationary Firefighter Connor McBride. They all began their probationary employment on June 16, 2025. A motion was made by Ted Lomax to accept the Application for Memberships for Probationary Firefighters Joseph Draper, Devin Biffar, and Connor McBride. The motion was seconded by Steve Myers. VOICE VOTE: AYES: Jay Crippen, Steve Myers, Ted Lomax, Jeff Davis, and Jennifer Sorrell. NAYS: None. The motion was declared carried. All pension board members are registered for the IPPFA Pension Seminar on November 12, 2025 in Carterville, Illinois. There is no new pension legislation to review. There are no closed meeting minutes to review. There are no public comments. ANNOUNCEMENTS AND ADJOURNMENT A motion was made by Steve Myers to adjourn at 9: 18 a.m. The motion was seconded by Ted Lomax.
