Preservation Commission
Monday, March 24th, 2025
City Hall/Civic Center– 5:30 p.m.
1. Roll Call: Mr. Mueller called the meeting to order.
a. Members Present: Rhodes, Ashby, Bittle, Zurlinden, Falcone
b. Members Absent: Norris-Price, Brown (Excused), Grant, Young (Excused), Rye-Sanders
c. Staff Present: Mueller
d. Guests: None
2. Approval of Minutes:
Mr. Bittle made a motion to approve the minutes from the February 24th, 2025 meeting,
seconded by Mr. Ashby. The minutes were approved by unanimous voice vote.
3. Communication and Reports:
a. Educational and Technical Assistance Committee

a. No Report
c. Work Plan Committee
a. No Report
d. Certificate of Appropriateness Committee

a. No Report
4. Old Business:
a. Discussion and action on the Northeast Quadrant Historic Survey 2023-2024
a. Mr. Mueller informed the Commission that staff intended to seek City Council
approval of the survey since it contains recommendations for preservation efforts in
northeast Carbondale. The consultant, Rachel Ensor, will present the survey to City
Council at the March 25th, 2025, City Council meeting. Staff were seeking a
recommendation of approval from the Preservation Commission for City Council.
b. Ms. Falcone made a motion to approve the Northeast Quadrant Historic Survey,
seconded by Mr. Ashby. The motion was approved by unanimous voice vote.
5. New Business:

a. Discussion on the creation of an endangered places list for Carbondale
a. The commission discussed the benefits of having an endangered places list, and the
criteria that should be included in preparing an endangered places list. The
Preservation Commission will draft the proposed criteria for the endangered places
list, which staff will then present to the City’s legal counsel. Commission members
Rhodes, Ashby, Bittle, and Zurlinden will lead efforts to draft an endangered places
list.
b. Discussion with potential action on modifying the meeting time of the April Preservation
Commission Meeting from 7:00 pm to 5:30 pm
a. Mr. Mueller informed the Commission that under the Preservation Commission by-
laws, April serves as the annual meeting to elect officers and is scheduled for 7:00 pm.
Mr. Mueller recommended voting to change the April meeting time to 5:30 pm to be
consistent with monthly meeting times.
b. Ms. Falcone made a motion to change the April meeting time from 7:00 pm to 5:30
pm, seconded by Mr. Zurlinden. The motion passed by unanimous voice vote.
c. Discussion on the 2025 Historic Preservation Awards
a. The Commission discussed potential properties that could be nominated. Mr. Rhodes
requested staff provide an update to the Commission in early April if no applications
have been received. Mr. Mueller stated that the Commission will be provided an
update in early April.
6. Comments from the Public, Commission Members, or Staff:
Mr. Mueller informed the Commission of the City’s Plan Carbondale Workshop on April 2nd,
2025, and online survey.
7. Adjournment:
Mr. Ashby made a motion to adjourn the meeting, seconded by Mr. Zurlinden. The motion
passed by unanimous voice vote.
