GREEN TEAM - JULY 16, 2025 Meeting called to order at: 12:02 pm Quorum established In-Person Attendance: Quenton King, Sam Nygaard, Patti Hamilton, Andrew Earley, Emmet Pepper, Stephanie Heiseman Via Microsoft Teams: Rowan Zoeller, Shawn Phiillips, Ryan Hough, Nancy Bruns, Dennis Strawn, Linda Frame Motion to adopt minutes from last meeting by Patti, Seconded by Ryan. Vote is unanimous and motion to adopt minutes is accepted. NEW BUSINESS 1. Standing committees a. Overview: i. Grants: be aware/applicable to the City ii. Ordinances: supporting City Council members. Look into bills and support it or not. Review ordinance and suggest recommendations iii. Nominating committee: for vacancy and advisory members Patti motioned to nominate Quenton and Ryan to serve on the Grants Committee, Seconded by Andrew. Vote is unanimous and motion is accepted. Quenton motioned to nominate Andrew and Linda to serve on the Ordinance Committee, Seconded by Ryan. Vote is unanimous and the motion is accepted. Patti motioned to nominate Quenton, Nancy and Sam to serve on the Nominating Committee, Seconded by Andrew. Vote is unanimous and the motion is accepted. There was a point of inquiry on the order and rules to form these committees. Quenton will check with City Attorney to make sure that these committees are valid. Another inquiry was posed if this goes for other committees (like communications). Unfinished Business: 1. Advisory board members - Send recommendations to Nancy, Quenton, Sam for future meetings. Will consider members recommended from the Mayor, Solid Waste Authority, Municipal Beautification Commission, Tree City USA 2. Table Composting (Sam, Quenton, Andrew) - Will schedule a meeting with Director Webster. COMMITTEE REPORTS 1. What to Do with Stuff Committee - Working with partners to get information to people who need it, like AARP, the newspaper, videos. 2. Communications – Linda Frame, Patti Hamilton - Did not meet prior to meeting. Quenton will go to the public comment section at the next Council Meeting to talk Green Team updates. Linda will help Quenton with talking points. 3. PODA - Linda Frame, Andrew Earley, Quenton King - Linda, and Rowna, will meet with Four Points Sheraton to discuss recycling opportunities, including clear bags, bins and how it can be easy. Discussed if vendors would be interested in that information. Sam shared that she has worked on a “Green Event Guide” in the past and will share examples. Quenton, Sam and Rowan to work on what a guide like this could look like in Charleston. Updates: 1. City Council Environment & Recycling Committee – Chair Brent Burton (Absent) 2. Charleston Dept. of Public Works - Brent Webster (Absent) a. Will schedule a meeting to talk to him about the transfer station. 3. ICLEI Municipal Investment Fund application a. Update: We applied through the City's grant writer. Appalachian Voices is going to be the contractor; Funding was frozen at ICLEI, but alternative funding has been found. 50 cities will be selected, the project will start in September. Quenton works at Appalachian Voices and his colleague will help develop a clean energy market in Charleston; hopefully Charleston will be selected for Round 2. Green Team is listed as a partner. This opportunity will help coordinate stakeholder meetings for solar. It is purely planning. 4. East-West Connector a. Update: spoke with the City Manager, there were plans to amend a current contract in the “Safe Streets for All Grant” to fold in the East-West Connector, but still haven’t heard back to confirm. Will follow-up and understand that the City Manager’s office is very busy. ANNOUNCEMENTS Next meeting: 3rd Wednesday of August, August 20th, 2025 1. Green Drinks - Wednesday, July 23 at 5:30pm 2. Patti is inspired to write an Op-Ed on the new trash and recycling facility 3.
