Meeting called to order at: 12:01pm
Quorum established
In-Person Attendance: Quenton King, Samantha Nygaard, Linda Frame, Shawn Phillips,
Director Brent Webster
Via Microsoft Teams: Emmett Pepper, Stephanie Hysmith, Andrew Earley, Patti Hamilton,
Robin Sylvester, Ryan Hough
1. Welcome
2. Adopt the minutes from January 21, 2026 meeting
a. Minutes amended to reflect the accurate date of December meeting. Sam moves
to adopt minutes from the last meeting. Vote is unanimous and motion to adopt
minutes as amended is accepted.
NEW BUSINESS
1. Upcoming Events + Calendar Discussion
a. Visibility is a goal for Chair and Vice Chair for 2026. This will help with increasing
Green Team capacity, helps grow volunteer base
b. Possible events to include but not limited to:
i. E-Day, Tree Planting / Arbor Day, Clean Up Days, West Side
Neighborhood Association
2. Green Team Project Discussion
a. Possible idea: Collaborative project with other City committees (Municipal
Beautification Committee and Public Arts Committee, for example)
i. Public arts piece that is sustainability focused
ii. Emmett says there have been talks about a butterfly-focused art piece on
the boardwalk. Or painting the metal boxes.

1. What to Do with Stuff Committee (Patti Hamilton) - None
2. Communications (Linda Frame, Patti Hamilton, Sam Nygaard) - none

4. Nominations Committee (Quenton, Sam, Nancy) -
a. Patti moved to accept Jeanne Chandler as Advisory Board member. Vote is
unanimous
Updates:
1. City Council Environment & Recycling Committee (Council Member Burton) - None
2. Charleston Dept. of Public Works (Director Webster) -
a. Close to deciding two spring clean up dates
b. City is considering how it can start composting up again, federal funding
contingent
c. Linda has had discussions about Roane County’s glass recycling situation
3. Kanawha County Solid Waste Authority (Emmett Pepper)
4. ICLEI Municipal Investment Fund
a. Final Report has been submitted to ICLEI.
b. Quenton will send final report to GT
5. East West Connector update
a. City Council approved entering grant agreement with Federal Highways
