City of Charleston Green Team Meeting March 18, 2026 Minutes sli Quorum established 12:03 In-person Attendance: Samantha Nygaard, Shawn Phillips, Stephanie Hysmith, Patti Smith, Jeanne Chandler, Emmett Pepper Via Microsoft Teams: Dennis Strawn, Linda Frame, Rowan Zoeller, Ryan Hough Meeting called to order 12:04 1. Welcome - Jeanee Chandler new advisory board member 2. Adoption of minutes from Feb 17, 2026 3. Approval of minutes at 12:04 vote is unanimous New Business 1. Guest Speaker - Nikki Smith a. Document provided by Nikki outlining Charleston city contacts and city council committees. b. Green Team is able to do “field trips” in lieu of monthly meeting - perhaps to Spring Hill Cemetery 2. Green Team Vacancy + Recommendation to the Mayor (Samantha) a. Andrew Early sent in official resignation letter for voting rights - moves to serve as an advisory member b. Motion to adopt Andrew as advisory member. Unanimous vote for Andrew to serve as an advisory board member. c. Recommendation to mayor. Dennis Strawn interested in being recommended to the mayor. Ward 3. 3. Strategic Partnerships and Green Team Collaborations (Shawn) a. Pro-Road - Shawn to have sponsorship information for the next meeting. b. Cleanups April 18th and May 2. Shawn registered the green team for the cleanup. Unfinished Business 1. None. 2. For the next meeting: Pro-road sponsorship. Use for Green Initiatives Fund? Linda has forms to submit to Ben’s Office Committee Reports 1. What to Do with Stuff Committee (Stephanie Hysmith, Patti Hamilton) a. Projects in Athens called RuralAction.Org for recycling medical devices. Stephanie will be contacting Ellen Allen at the Health Department to see if a similar program is available in West Virginia. b. Desire to update What To Do With Stuff document. Interest in hiring a designer for a pamphlet. c. Need a new committee member. Jeanne interested. 2. Communications (Linda Frame, Patti Hamilton, Sam Nygaard) - a. Linda adding new members to google calendar b. Business cards available in Nikki's office c. Invitation to tree planting for arbor day at celebration station april 24th at 10 am. Sam and Shawn to attend. 3. PODA (Linda Frame) a. Meeting with 4 Points hotel to streamline PODA recycling in 2026. Rowan was interested in attending the meeting. The city manager says someone from the Green Team is welcome to assist staff in recycling. 4. Nominations Committee (Quenton, Sam, Nancy) - none. Updates: 1. Kanawha County Solid Waste Authority - Emmett Pepper a. There might be an opportunity to save money for the City of Charleston by providing glass recycling in the city. Slack Street is slated as the best space. b. Director Webster is open to being looped into the conversation. 2. Samantha Nygaard - Public Art Commission Sustainability Collaboration a. Q1 of 2026 landing site for sculpture.2026 finding and contracting artists. Q1 2027 Ribbon Cutting. b. Green Team will be collaborating with the Public Art Commission to create RFP and select artists. c. Sam and Shawn will have a meeting with the Public Art Commission in April. 3. Charleston Bike Design Studies Approval 4. Congratulations to Nancy and Sam for being honored at the YWCA. Announcements: 1. Green Drinks tonight 5:30 @ Fife Street Brewing - 1 year anniversary!
