Approval of the April 9, 2026 Board Meeting Minutes (to be e- mailed by 5-19). II. Unaudited Financial Report and Check Register for the period ended April, 2026 (to be e-mailed by 5-19). III. New business. a. Consider for approval, and authorize the CSB General Manager, or his designee, to effect the award of a construction contract to RDR Utility Services Group LLC of Clarksburg, WV, the lowest responsible bidder, for the Magazine Branch Sanitary Sewer Improvements Project Contract 24-1A, in the amount of $8,817,075.00, expressly contingent upon CSB’s closing of a loan for the project financing, on or before July 29, 2026. There were two other bidders, Tribute Contracting and Consultants, Inc. of South Point, OH, with a bid of $9,403,400.00 and Pro Contracting, Inc. of Lost Creek, WV, with a bid of $10,144,962.00. b. Consider for approval, and authorize the CSB General Manager, or his designee, to effect the award of a construction contract to Pro  CHARLESTON SANITARY BOARD MAY 21, 2026 BOARD MEETING NOTICE AND AGENDA, CONTINUED Contracting, Inc. of Lost Creek, WV, the lowest responsible bidder, for the Magazine Branch Sanitary Sewer Improvements Project Contract 24-1B, in the amount of $8,522,570.00, expressly contingent upon CSB’s closing of a loan for the project financing, on or before July 29, 2026. There was one other bidder, Tribute Contracting and Consultants, Inc. of South Point, OH, with a bid of $8,912,765.00. c. Consider for approval, and authorize the CSB General Manager, or his designee, to effect the award of a construction contract to Tribute Contracting and Consultants, Inc. of South Point, OH, the lowest responsible bidder, for the Magazine Branch Sanitary Sewer Improvements Project Contract 24-1C, in the amount of $4,554,394.00, expressly contingent upon CSB’s closing of a loan for the project financing, on or before July 29, 2026. There was one other bidder, Pro Contracting, Inc. of Lost Creek, WV, with a bid of $4,655,662.00. IV. Executive Session matters. V. Personnel matters. VI. Legal matters. a) Cruickshank vs. CSB update. Rachel Cruickshank, 507 Swarthmore Avenue, filed a formal Complaint with the PSC on December 22, 2025.
