Joseph Jenkins, Chair, called the meeting of the Charleston City Council Committee on Finance to
order at 6:30 p.m., April 6, 2026.
A silent roll was taken by the Clerk and a quorum was established. The following committee
members were present:

I. DISCUSSION:
a. Approval of Previous Minutes - Councilmember Burton asked for unanimous consent
to dispense with the reading of the minutes for the April 6, 2026 meeting and that they be
approved as distributed. There were no objections, and the minutes were approved.

II. RESOLUTIONS:
a. Resolution No. 26-043 – Authorizing the Mayor or City Manager to enter into a one-year
contract renewal with Stryker Medical in the amount of $44,825.61 for maintenance on
Charleston Fire Department’s Stryker paramedic equipment.
Be it Resolved by the Council of the City of Charleston, West Virginia:
That the Mayor or City Manager to enter into a one-year contract renewal with Stryker
Medical in the amount of $44,825.61 for maintenance on Charleston Fire Department’s
Stryker paramedic equipment.
City Manager Ben Mishoe added that
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-043 approved.

b. Resolution No. 26-044 – Authorizing the Mayor or City Manager to purchase a 2026
Police Pursuit Rated (PPV) sport utility vehicle from Wild Rose Chevrolet, LLC for
Charleston Fire Department (CFD) as its ambulance supervisor/EMS command vehicle,
in the amount of $56,940.00, pursuant to a competitive bid process.
Be it Resolved by the Council of the City of Charleston, West Virginia:
That the Mayor or City Manager is authorized to purchase a 2026 Police Pursuit Rated
(PPV) sport utility vehicle from Wild Rose Chevrolet, LLC for Charleston Fire Department
(CFD), in the amount of $56,940.00, pursuant to a competitive bid process.
Mishoe added that
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-044 approved.

c. Resolution No. 26-045 – Authorizing the Mayor or City Manager to enter into a contract
with Beavers Marine Store in the amount of $224,500.00 for the renovation and
replacement of the decking on the Haddad Riverfront Park floating dock, where the
price was determined pursuant to a competitive bid process.
Be it Resolved by the Council of the City of Charleston, West Virginia:
Authorizing the Mayor or City Manager to enter into a contract with Beavers Marine
Store in the amount of $224,500.00 for the renovation and replacement of the decking
on the Haddad Riverfront Park floating dock, where the price was determined pursuant
to a competitive bid process.

Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-045 approved.

d. Resolution No. 26-046 – Authorizing settlement of a pending claim against the City by
Christopher Walters, with associated claim number WV1542026028193, related to a
vehicle collision wherein a City driven truck collided with a 2023 Tesla Model Y resulting
in the vehicle being totaled, as recommended by the City Solicitor.
Now, therefore, be it Resolved by the Council of the City of Charleston, West Virginia:
That the City Council hereby authorizes and approves the settlement of a pending claim
against the City by Christopher Walters, with associated claim number
WV1542026028193, related to a vehicle collision wherein a City driven truck collided a
2023 Tesla Model Y resulting in the vehicle being totaled in an amount of $32,396.50 to
Christopher Walters and an additional amount of up to $6,000.00 to third-parties for
appraisal and rental car expenses related to the claim, as recommended by the City
Solicitor. The City Council authorizes the City Solicitor and City Manager to take all
necessary steps to finalize resolution of the claim.
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-046 approved.

e. Resolution No. 26-047 – Authorizing the Mayor or City Manager to enter into a contract
with Swope Construction Co. in the amount of $674,000.00, for the selective interior
demolition of the Charleston Public Safety Center at One Piedmont Road, where the
price was determined pursuant to a competitive bid process.
And further authorizing the City Manager to allow for the donation of remaining
cubicles and office furniture within the building to local non-profit entities, where the
furniture was conveyed with the building and City Departments have had access to
claim any items they may need.
Be it Resolved by the Council of the City of Charleston, West Virginia:
Authorizing the Mayor or City Manager to enter into a contract with Swope
Construction Co. in the amount of $674,000.00, for the selective interior demolition of
the Charleston Public Safety Center, where the price was determined pursuant to a
competitive bid process, and further authorizing the donation of remaining cubicles and
office furniture within the building to local non-profit entities.

Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-047 approved.

f. Resolution No. 26-048 – Authorizing the Mayor or City Manager to purchase a total of
twelve sets of turnout gear for the Charleston Fire Department from Witmer Public
Safety in an amount not to exceed $46,608.00, to supply new May 2026 hires, where
the price was determined pursuant to a competitively sourced Sourcewell contract.
Be it Resolved by the Council of the City of Charleston, West Virginia:
That the Mayor or City Manager is authorized to purchase a total of twelve sets of
turnout gear for the Charleston Fire Department from Witmer Public Safety in an
amount not to exceed $46,608.00, to supply new May 2026 hires, where the price was
determined pursuant to a competitively sourced Sourcewell contract.
Mishoe added that
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-048 approved.

III. BILLS:
a. Bill No. 8075 – A Bill and Order relating to the laying of levies on real, personal and
public utility property within the City of Charleston, West Virginia, including excess
levies previously provided for in the Official Municipal Budget Document for the fiscal
year beginning the first day of July, two thousand twenty-six.
WHEREAS, each Municipality is required to hold a Statutory meeting of the Council on
the third Tuesday in April each year to make and enter a levy order and rate sheet; and
WHEREAS, written approval of the West Virginia State Tax Commissioner has been
received and notice of the Levy Estimate has been duly published as required by law;
and
WHEREAS, the levy rate attached hereto is included in the City of Charleston Municipal
Budget for July 1, 2026 through June 30, 2027, before City Council for approval at a
special meeting of Council held on April 21, 2026, now, therefore
Be it Ordained by the Council of the City of Charleston, West Virginia:
That the City of Charleston, West Virginia does hereby make and enter the levy order
and rate sheet attached hereto, incorporated herein, and made a part hereof.

Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Bill No. 8075
approved.

a. Resolution No. 26-038 – Authorizing the Mayor or City Manager to purchase one new
2026 Chevy Express 2500 Cargo Van for the Charleston Police Department from Mid-
State Auto in the amount of $38,747.00 pursuant to a competitively bid statewide
contract.
Be it Resolved by the Council of the City of Charleston, West Virginia:
That the Mayor or City Manager is authorized to purchase one new 2026 Chevy Express
2500 Cargo Van for the Charleston Police Department from Mid-State Auto in the
amount of $38,747.00 pursuant to a competitively bid statewide contract.
City Manager Ben Mishoe added that purchase is budgeted for in the next fiscal year so that the
City can take bids for the upfitting of this and the previously approved van at the same time.
The purchase for the van will happen at the beginning of the next fiscal year.
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-038 approved.

b. Resolution No. 26-039 – Authorizing the Mayor or City Manager to enter into a three-
year contract extension with Motorola Solutions in an amount not to exceed
$383,040.00 over the three-year period for the continued provision of 180 body-worn
cameras for the Charleston Police Department.
Now, therefore, be it Resolved by the Council of the City of Charleston, West Virginia:
That the Mayor or City Manager is authorized to enter into a three-year contract
extension with Motorola Solutions in an amount not to exceed $383,040.00 over a
three-year period for the continued provision of 180 body-worn cameras for the
Charleston Police Department, where the annual cost will remain unchanged from the
current contract, and where the three-year total cost will be reduced, in part, by a
$202,458.63 early renewal discount. The contracted services include redaction,
transcription, and unlimited cloud data storage; the equipment and software included in
the service contract will maintain compatibility with existing CPD technology systems
and equipment and will be replaced every three years. The start date of this contract
will begin in 2028.
Mishoe added that the vendor currently provides the body-worn cameras. The extension of the
contract will allow the City to pay the same price for a longer time.
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-039 approved.

c. Resolution No. 26-040 – Authorizing the Mayor or City Manager to purchase a total of
two (2) 2027 International HV607 dump trucks for the Charleston Street Department
from Worldwide Equipment of WV Inc. in the amount of $183,757.00 per unit, for a
total price of $367,514.00, to replace vehicles in the regular rotation schedule, where
the price was determined pursuant to a competitively sourced contract; and
Whereas, the dump trucks are budgeted for the next fiscal year, but are being ordered
in advance due to anticipated manufacturer price increase of approximately $15,000 per
unit; and
Whereas, payment and delivery of the vehicles will not expected to occur until after the
new fiscal year commences.
Be it Resolved by the Council of the City of Charleston, West Virginia:
That the Mayor or City Manager is authorized to purchase a total of two (2) 2027
International HV607 dump trucks for the Charleston Street Department from Worldwide
Equipment of WV Inc. in the amount of $183,757.00 per unit, for a total price of
$367,514.00, to replace vehicles in the regular rotation schedule, where the price was
determined pursuant to a competitively sourced contract.
Mishoe added that the trucks are budgeted for in the next fiscal year. The price is expected to
increase significantly by then, so the resolution will allow the current price to be locked.
Councilmember Ceperley confirmed with Mishoe that the missing documentation will be
provided to the Committee when it is confirmed.
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-040 approved.

d. Resolution No. 26-041 – Authorizing approval of Amendment No. 7 of the FY 2025-2026
General Fund Budget as indicated on the attached list of accounts.
Be it Resolved by the Council of the City of Charleston, West Virginia:
That Amendment No. 7 of the FY 2025-2026 General Fund Budget as indicated on the
attached list of accounts is approved.
Finance Director Andy Wood added that resolution is for the final budget amendment related
to the fund balance that was rolled over from the prior fiscal year. It includes taxes on some
property acquired, funding for the Summer Youth Jobs Program, continuation of the Charleston
Urban Works position for Kanawha City, demolition services, paving, etc.
Councilmember Jenkins confirmed that the jail fees occurred when the Municipal Judge
sentenced someone to jail time. Councilmember Taylor agreed.
Councilmember Burton moved to approve the Resolution. With members present recorded
thereon as voting unanimously in the affirmative, Chairperson Jenkins declared Resolution No.
26-041 approved.

e. Resolution No. 26-042 – Authorizing the Mayor or City Manager to purchase a total of
seven (7) trucks and upfitting accessories of various sizes, styles and uses, including
necessary upfitting, for use by the Street Department, Public Grounds, Parks and Rec,
and Spring Hill Cemetery, where the total price is $578,791.00 and the price for each
vehicle was determined by a competitive bid process set forth in the attached bid
tabulation, and where Mid-State Chevrolet was the low-bidder on five of the vehicles
and Mid-State Ford was the low-bidder on two, summarized as follows:
1-Ton Regular Cab 4x4 with Stake Body and Liftgate and other accessories

upfitting accessories of various sizes, styles, and uses, including necessary upfitting,
from Mid-State Chevrolet and Mid-State Ford for the total price is $578,791.00 pursuant
to a competitive bid process.
Mishoe added that the City put this out for a competitive bid as they were not readily available
with a State-wide contract.

8 That the City Council hereby authorizes and approves the settlement of a pending claim against
9 the City by Christopher Walters, with associated claim number WV1542026028193, related to a
10 vehicle collision wherein a City driven truck collided a 2023 Tesla Model Y resulting in the
11 vehicle being totaled in an amount of $32,396.50 to Christopher Walters and an additional
12 amount of up to $6,000.00 to third-parties for appraisal and rental car expenses related to the
13 claim, as recommended by the City Solicitor. The City Council authorizes the City Solicitor and
14 City Manager to take all necessary steps to finalize resolution of the claim.

3 levies previously provided for in the Official Municipal Budget Document for the fiscal
4 year beginning the first day of July, two thousand twenty-six.

6 WHEREAS, each Municipality is required to hold a Statutory meeting of the Council on
7 the third Tuesday in April each year to make and enter a levy order and rate sheet; and

9 WHEREAS, written approval of the West Virginia State Tax Commissioner has been
10 received and notice of the Levy Estimate has been duly published as required by law;
11 and

13 WHEREAS, the levy rate attached hereto is included in the City of Charleston Municipal
14 Budget for July 1, 2026 through June 30, 2027, before City Council for approval at a
15 special meeting of Council held on April 21, 2026, now, therefore
