New Business Bill No. 8065 – amending the Zoning Ordinance of the City of Charleston, West Virginia, enacted the 1st day of January 2006, as amended, and the map made a part thereof, by amending the sign regulations relating to the size of digital displays. Dan presented staff’s review and analysis. A couple of years ago the sign ordinance was amended to allow digital display signs up to 12 sf. We have since received requests to allow larger digital signs without increasing the size of the overall sign size. Staff feels the existing brightness controls and limiting how long the message can change to every 15 minutes, mitigates the negative effects of digital displays. They effectively will look like a typical non- digital static sign. Therefore, staff recommends approval. The Municipal Planning Commission also voted unanimously in favor of the amendment. Beth Kerns and Jeff Joseph spoke in favor of the amendment and that it will allow the Piggly Wiggly on Smith Street to modernize their marquee sign. Motion and Vote: Becky Ceperley made a motion to approve Bill #8065. Bobby Haas seconded the motion, and it passed by a unanimous vote of 4-0. 4. Discussion - none 5.
