ROLL CALL Present 9- Mayor Jennifer Roberts, Mayor Dimple Ajmera, Council Member Al Austin, Council Member Ed Driggs, Council Member Julie Eiselt, Council Member Patsy Kinsey, Council Member Vi Lyles, Council Member Greg Phipps, and Council Member Kenny Smith Absent 1- Council Member Claire Fallon AUN 2- Council Member LaWana Mayfield, and Council Member James Mitchell 15-5021 UPDATE ON THE COMMUNITY ACTION PLAN A Council priority is to build and preserve vibrant and diverse neighborhoods by expanding the supply of affordable and workforce housing through new construction and preservation of the existing housing stock. On October 10, 2016 Council accelerated the goal of creating 5,000 affordable/ workforce housing units within five years to three years. Pamela Wideman, Deputy Director of Neighborhood and Business Services, gave a presentation regarding the Private Sale of City-Owned Property for the Development of Affordable/ Workforce Housing West Tyvola Road (#143-133-01) & Community Housing Development Organizations Funding Support Requests. Council will be asked to take action on these items at the February 13, 2017 Business Meeting. Approval of both requests will result in up to 247 additional units of affordable and workforce housing toward Council's accelerated goal of creating 5,000 affordable/ workforce housing within three years. Council member Mitchell arrived at 5:46 p.m. ROLL CALL Present 10 - Mayor Jennifer Roberts, Mayor Dimple Ajmera, Council Member Al Austin, Council Member Ed Driggs, Council Member Julie Eiselt, Council Member Patsy Kinsey, Council Member Vi Lyles, Council Member James Mitchell, Council Member Greg Phipps, and Council Member Kenny Smith Absent 1- Council Member Claire Fallon AUN 1- Council Member LaWana Mayfield CMPD YEAR END BRIEFING Police Chief Kerr Putney provided an overview of police activity in 2016, CMPD changes implemented since the events of September 2016, the increase in City of Charlotte Page 1 Printed on 2/9/2017 City Council Workshop Meeting Meeting Minutes February 6, 2017 violent crime, police-community relations and how the public can help. Chief Putney stated that moving foward, CMPD will focus on three major iniatives: Crime Fighting, Community Engagement and Professional Development. IMMIGRATION UPDATE Bob Hagemann, City Attorney gave a presentation on "Sanctuary Cities" and President Trump's Executive Order: Enhancing Public Safety in the Interior of the United States. He discussed what is a"Sanctuary City", City Council's 2015 Civil Liberties Resolution, HB 318, 8 U.S.C. 1373, 287(g) and the Mecklenburg County Sheriff's Office, The Executive Order and A Legal Challenge. William Eller - National League of Cities Service Line Warranty 2. Amy Wayman - Animals Left Outside in Extremely Cold Weather 3. Roger Grosswalk - North End Partners Plan 4. Richard Stikeleather - Trash Dumpsters Debris Blowing on Private Property 5. Deborah Stevenson - Charlotte Meckelnburg Police Department 6. Lloyd Scher - The Sale of Alcohol During a Protest 7. Braxton Winston - Sanctuary Cities and the Roll of Municipal Government CLOSED SESSION A motion was made by Council Member Driggs and seconded by Council Member Phipps to Go into Closed Session pursuant to North Carolina General Statute 143-318.11 (a)(4) to discuss matters relating to the location of an industry of business in the City of Charlotte, including potential economic development incentives that may be offered in negotiations. The motion carried unanimously. The meeting recessed at 7:12 p.m. so that Council could reconvene in closed session. ADJOURNMENT The meeting adjourned at the conclusion of the closed session.
