ROLL CALL Present 9- Mayor Jennifer Roberts, Council Member Dimple Ajmera, Council Member Ed Driggs, Council Member Julie Eiselt, Council Member Carlenia Ivory, Council Member Patsy Kinsey, Mayor Pro Tem Vi Lyles, Council Member James Mitchell, and Council Member Kenny Smith Absent 2- Council Member Claire Fallon, and Council Member LaWana Mayfield AUN 1- Council Member Greg Phipps 1. 15-6601 Community Letter One Year Later Debra Campbell, Assistant City Manager provided an update on the progress of the City Council Letter to the Community one year later. RECESS The Special Meeting recessed at 4:47 p.m. for a dinner break. Council member Phipps arrived at 5:00 p.m. RECONVENE The City Council of the City of Charlotte, North Carolina reconvened for a Workshop on Monday, October 2, 2017 at 5:03 p.m. in Room 267 of the Charlotte-Mecklenburg Government Center with Mayor Jennifer Roberts presiding. ROLL CALL Present 10 - Mayor Jennifer Roberts, Council Member Dimple Ajmera, Council Member Ed Driggs, Council Member Julie Eiselt, Council Member Carlenia Ivory, Council Member Patsy Kinsey, Mayor Pro Tem Vi Lyles, Council Member James Mitchell, Council Member Greg Phipps, and Council Member Kenny Smith Absent 2- Council Member Claire Fallon, and Council Member LaWana Mayfield 2. 15-6599 Police Foundation Critical Incident Review The Police Foundation, an independent, non-partisan, and non-membership research organization based in Washington, D.C., conducted a critical incident review of the public safety response to the demonstrations that followed the officer-involved shooting on September 20, 2016. Frank Stroud, Director of Strategic Studies, from the Police Foundation presented the Foundation's draft report to City Council. City of Charlotte Page 1 Printed on 10/3/2017 City Council Workshop Meeting Meeting Minutes October 2, 2017 3. 15-6629 Closed Session A motion was made by Council Member Smith and seconded by Council Member Eiselt to Go into Closed Session pursuant to NCGS § 143-318.11 (a) (3) to consult with attorneys employed or retained by the City in order to preserve the attorney-client privilege and to consider and give instructions to an attorney concerning the handling or settlement of Timothy Scott Bridges v. City of Charlotte et al - 3:16-CV-564 and Crystal Eschert v. City of Charlotte – 3:16-CV-295. The motion carried unanimously. RECESS The Workshop recessed at 6:09 p.m. to go into closed session in Room 267. RECONVENE The Council reconvened in open session at 6:54 p.m. OTHER BUSINESS Marcus Jones, City Manager informed City Council that he was in discussions with the Mecklenburg County Manager regarding the patroling of the ETJ. RECESS The meeting recessed at 6:59 p.m. to move to the Meeting Chamber for the regularly scheduled Public Forum. PUBLIC FORUM The City Council of the City of Charlotte, North Carolina reconvened for a Public Forum on Monday, October 2, 2017 at 7:08 p.m. in the Meeting Chamber of the Charlotte-Mecklenburg Government Center with Mayor Jennifer Roberts presiding. Bobby Kirkpatrick - Unsafey Working Conditions at Airport 10. Larry Brackett - Keith Scott and Chapel Hill Monument ADJOURNMENT A motion was made by Council Member Mitchell and seconded by Council Member Ajmera to Adjourn the meeting.The motion carried unanimously.
