Present: 11 - Mayor Vi Lyles, Mayor Pro Tem Julie Eiselt, Council Member Dimple Ajmera, Council Member Tariq Scott Bokhari, Council Member Larken Egleston, Council Member Justin Harlow, Council Member LaWana Mayfield, Council Member James Mitchell, Council Member Matt Newton, Council Member Greg Phipps, and Council Member Braxton Winston II AUN: 1- Council Member Ed Driggs 1. 15-10494 1. Letter to Charlotte's Immigrant Community Mayor Lyles read a letter to Charlotte's immigrant community. She emphasized the City's is a safe and inclusive city where all residents, businesses and visitors are treated fairly, equitably with the opportunity to thrive; regardless of their race, religion, gender, age, national origin, or creed; and, the City of Charlotte, including the Charlotte-Mecklenburg Police Department, is not involved with the U.S. Immigration and Customs Enforcement (ICE) federal immigration and enforcement operations. In addition, she announced that she has appointed a new Council committee called the Immigrant Community Committee to actively find solutions for the challenges faced by our immigrant community within the next 45 days. 2. 15-10495 2. Federal Government Committee Meeting Mayor Lyles announced that she has been appointed. by the U.S. Secretary of Commerce to the American Workforce Policy Advisory Board. The first meeting will be Wednesday, March 6, 2019 in Washington D.C. 3. 15-10496 3. Federal Legislative Briefing Mayor Lyles discussed the opportunity to impact federal legislative briefings next week at the National League of Cities Congressional Congress in Washington D.C. The City's legislative agenda will focus on affordable housing, transportation and infrastructure, food security and security funding. 4. 15-10402 LISC Process Update Denise Scott, LISC, provided an update of LISC's work in Charlotte and the proposed process for comprehensive review, input and approval. Council Member Driggs arrived at 5:35 p.m. 7. 15-10410 Economic Impact of TOD Ordinance Monica Holmes, Planning, Design and Development, provided an overview of the Transit Oriented Development ordinance related to the bonus structure and economic analysis City of Charlotte Page 1 Printed on 3/5/2019 City Council Strategy Session Meeting Minutes March 4, 2019 8. 15-10403 Committee Report Outs Justin Harlow, Chairperson of the Community Safety Committee said Council will consider revisions to Article XII of the City Code - Residential Rental Registration and Remedial Action Program. The revisions will conform the City's ordinance to State law that was changed in Janaury 2017. In addition, Mr. Harlow requested the Mayor refer the Picketing and Parade ordinances to the Community Safety Committee for review while they study the Noise Ordinance. Council Member Ajmera, Chairperson of the Environment Committee provided an update on the Tree Canopy. Council Member Mayfield, Chairperson of the Housing and Neighborhood Development Committee provided an update on the committee's activities. There will be a review of the proposed Naturally Occuring Affordable Housing (NOAH) policy at the March 25, 2019 Action Review meeting. Council Members and Egleston, Intergovernmental Relations Committee Co-Chairs, reported that some Council members will travel to Washington D.C next week for the National League of Cities Congressional City Conference held March 11-13, 2019. In addition, there will be two state delegation listening sessions at the South End Regional Library on March 9, 2019 and at Davidson Town Hall on March 18, 2019. Council Member Mitchell, Chairperson of the Economic Development Committee provided an update on Opportunity Zones. Council Member Phipps, Chairperson of the Budget and Effectiveness Committee reported there will be a Budget Workshop on Wednesday, March 6, 2019 at 1:30 p.m. 6. 15-10405 Vision Zero Update Council Member Eiselt, Chairperson of the Transportation and Planning Committee provided an update on the Vision Zero Action Plan. Ms. Eiselt said a proclamation will be read on March 25, 2019 officially naming the City of Charlotte as a nationally recognized Vision Zero City. 5. 15-10427 Aging In Place Cherry Grant, Housing and Neighborhood Services, provided an update on the Aging in Place grant program. 9. 15-10426 Lowe’s Hangar Agreement (VOTE REQUIRED - See attached RCA for more detailed description) A motion was made by Council Member Egleston and seconded by Council Member Newton to Recuse Council Member Mitchell from this agenda item. The motion carried unanimously. A motion was made by Council Member Mayfield and seconded by Council Member Driggs to Approve the Lowe's Hangar Agreement. The motion carried unanimously.
