Present: 11 - Mayor Vi Lyles, Mayor Pro Tem Julie Eiselt, Council Member Dimple Ajmera, Council Member Tariq Scott Bokhari, Council Member Ed Driggs, Council Member Larken Egleston, Council Member Justin Harlow, Council Member LaWana Mayfield, Council Member James Mitchell, Council Member Greg Phipps, and Council Member Braxton Winston II Absent: 1- Council Member Matt Newton 1. 15-11068 Council Committee Action Updates - Noise Ordinance - Tree Canopy Goals - Residency Requirements for Public Forum Council Committee Chairpersons provide updates on items discussed in committee meetings. 15-11132 Noise Ordinance Council Member Harlow, Neighborhood Development Committee Chairperson, provided an update on proposed changes to the Noise Ordinance. Staff from the City Attorney's Office, Community Relations, and Planning, Design and Development provided information and answered questions. Councilmember Mitchell arrived at 5:23 p.m. Proposed changes to the Noise Ordinance will be considered for approval at the June 24, 2019 Business meeting. 15-11133 Tree Canopy Benefits and Goals Council Member Harlow, Neighborhood Development Committee Chairperson, provided an update on goals for the Tree Canopy. Tim Porter, Chief Arborist provided information and answered questions. There will be "50 by 2050" measured goals that will be specific to the many types of places and spaces in Charlotte's diverse urban environment. 15-11134 Residency Requirements for Public Forum Council Member Phipps, Budget and Effectiveness Committee Chairperson, provided an update on committee discussions for residency requirement for the public forum. The Committee made no recommendation for changes. City of Charlotte Page 1 Printed on 6/4/2019 City Council Strategy Session Meeting Minutes June 3, 2019 2. 15-11100 Council Committee Referral Updates Council Member Phipps, Budget and Effectiveness (B&E) Committee Chairperson, provided an update to Council on two items that have been referred to the B&E committee: The City Clerk evaluation, scheduled for August 26, 2019 and Municipal Service Districts (MSD) tax changes, scheduled for September 30, 2019. 3. 15-11067 Closed Session (as necessary) There was no closed session. 15-11135 Adjournment A motion was made by Council Member Mitchell and seconded by Council Member Mayfield to Adjourn the meeting.
