Present: 9- Mayor Vi Lyles, Mayor Pro Tem Julie Eiselt, Council Member Dimple Ajmera, Council Member Tariq Scott Bokhari, Council Member Ed Driggs, Council Member Larken Egleston, Council Member Matt Newton, Council Member Greg Phipps, and Council Member Braxton Winston II Absent: 3- Council Member Justin Harlow, Council Member LaWana Mayfield, and Council Member James Mitchell Agenda Overview Marcus Jones, City Manager, provided an overview of the Strategy Session agenda. 1. 15-11876 Business Investment Grant Policy Fran West, Economic Development, made a presentation regarding the Business Investment Grant Pilot Policy Proposal. The proposal is a revision to the current policy to address the current state of business in Charlotte. It will allow the City to be competitive in the pursuit of new jobs for residents. A motion was made by Council Member Driggs and seconded by Council Member Scott Bokhari to Approve proceeding with the Business Investment Grant Pilot Policy for the next 12 months. The motion carried unanimously. 2. 15-11875 Vision Zero Update Debbie Smith, Deputy Transportation Director and Deputy Chief Jeff Estes, Charlotte Mecklenburg Police Department, provided City Council with a Vision Zero update. 3. 15-11950 Streets Map Tracy Newsome, Transportation, gave a presentation regarding implementing Transit Oriented Development (TOD) with the Street Map. 4. 15-11873 Waste Water Master Plan David Czerr, Interim Charlotte Water Director, discussed the Wastewater Master Plan, which will produce the necessary information to sustain future growth and development in the City while prioritizing expenditures. Council will be requested to approve the Wastewater Master Plan contract at the October 14, 2019 Business meeting and requested to approve an agreement with the Town of Belmont at the October 28, 2019 Business meeting. City of Charlotte Page 1 Printed on 10/8/2019 City Council Strategy Session Meeting Minutes October 7, 2019 5. 15-11877 Neighbors App by Ring Deputy Chief Jeff Estes, Charlotte Mecklenburg Police Department, provided information to City Council regarding the Police Department's use of the Neighbors App by Ring. 6. 15-11871 Committee Updates Council Member Phipps, Chairperson of the Budget and Effectiveness Committee provided an update on the work of his committee. Council Member Driggs, Vice-Chair of the Economic Development Committee provided an update on the work of his committee. Council Members Bokhari and Egleston, Co-Chairs of the Intergovernmental Relations Committee provided an update on the work of their committee. Council Member Winston, Chairperson of the Neighborhood Development Committee provided an update on the work of his committee. Council Member Eiselt, Chairperson of the Transportation and Planning Committee previously provided an update at the beginning of the Vision Zero Update agenda item. 7. 15-11870 Closed Session (as necessary) There was no closed session. Adjournment A motion was made by Council Member Driggs and seconded by Council Member Newton to Adjourn the meeting. The motion carried unanimously.
