CALL MEETING TO ORDER Mayor Miller called the meeting to order at 7:00 pm. B. ROLL CALL Also present - City Manager Mitch Bair, Corporate Counsel Steve Giacoletto, and City Clerk Kim Wasser. Present: 5 - Councilman Jeff Kypta, Councilman Jeff Stehman, Councilman Cheryl Brombolich, Councilman Nancy Moss, and Mayor John Miller Absent: 0 C. INVOCATION Delivered by Pastor Jeff Young of First United Presbyterian Church. D. PLEDGE OF ALLEGIANCE Recited. E. PROCLAMATIONS/RECOGNITION/PRESENTATIONS F. BUSINESS PRIOR TO PUBLIC INPUT G. COUNCIL DISCUSSION H. SPEAKERS FROM THE FLOOR Bob DesPain spoke of the April 10 Council meeting. He mentioned the Mayor's comments regarding a BND article. He indicated the Mayor stopped by his home to discuss the article. He indicated he sent an email advising the Mayor of a no trespassing notification. Karen McReynolds spoke of the April 10 Council meeting and mentioned the Mayor's comments regarding freedom of speech and bullying. She referenced the First Amendment and rights associated. She spoke of the July 13, 2015 Council meeting and former City Manager Williams. Phil Astrauskas spoke of the postcards regarding the bulk item pick up. He indicated the water bills regarding City information was unreadable as the information was stamped on top of other information. He suggested sending out letters in an envelope with the Collinsville logo. He mentioned an article in the Journal regarding TIF. He spoke of a comment made by Councilman Stehman regarding high rental property rates. Mr. Astrauskas advised that Collinsville is ranked number 4 on rental property rates for cities with a population of 25,000 or more. He indicated Alton, E. St. Louis and Belleville are ranked higher than Collinsville. I. COMMENTS & ANNOUNCEMENTS - MAYOR Mayor Miller indicated that he misspoke at the previous meeting regarding freedom of speech. He read a Proclamation declaring April 24-28 as Arbor Day Appreciation Week. J. COMMENTS & ANNOUNCEMENTS - COUNCIL MEMBERS Councilman Stehman thanked Councilmen Moss and Kypta for their years of service to the City. Councilman Kypta reminded citizens not to blow grass clipping into the street. Councilman Moss spoke of the upcoming swearing in ceremony. She indicated she and Councilman Kypta will continue to serve the citizens until them. K. COMMENTS & ANNOUNCEMENTS - CITY STAFF None. L. CONSENT AGENDA City Clerk Wasser read the Consent Agenda. 1. No items were pulled. A motion was made by Councilman Kypta, seconded by Councilman Moss, to approve the Consent Agenda. Ordinance Accepting an Illinois Workers’ Compensation Commission Settlement Contract Lump Sum Petition and Order City of Collinsville Page 3 Printed on 5/11/2017 City Council Minutes - Final April 24, 2017 Attachments: Agenda Item Report Ordinance Settlement Contract Overview by Stacey O'Brien, Human Resource Coordinator, who advised ordinance authorizes settlement payment in the amount of $2,435.58 to Tim Severine. Employee was injured August 30, 2016 during defensive training. His medical expenses and temporary disability benefits have been paid. Mr. Severine has returned to work. A motion was made by Councilman Brombolich, seconded by Councilman Stehman to approve. The motion carried by the following vote: Aye: 5 - Kypta, Stehman, Brombolich, Moss, and Miller Nay: 0 Absent: 0 Abstain: 0 2. Ordinance Authorizing the Purchase of a Zoll "X-Series" Cardiac Monitor in the Amount of $31,646.73 Attachments: Agenda Item Report Staff Memo Ordinance Doug Deadmond, Administrative Officer for the Fire Department, indicated the request is for the purchase of a cardiac monitor (X-Series) from Zoll Medical for $31,646.73. He explained bids were not gathered since Zoll is a sole source vendor for the item necessary. This monitor will replace a 11 year old model (E-Series) that is outdated and does not transmit EKG information to the hospital. After trade-in of the E-Series, the new monitor will be under the $35,000 budgeted amount which was included in the Capital Improvement Plan. Councilman Brombolich inquired as to how many outdated units are in operation at the Fire Department and Mr. Deadmond advised there are 2 but this will replace 1. He further explained the Fire Department has a total of 5 monitors, 1 was replaced last year, 2 are 4 years old and 2 are 11 years old. Mr. Deadmond briefly explained the purpose of the cardiac monitors and the benefits of having an up to date model, such as the X-Series, in that it allows the hospital to receive EKG information and prepare for advance care of the patient prior to arrival. Mayor Miller spoke of the recent American Heart Association award to the Fire Department regarding the use of such monitors. A motion was made by Councilman Moss, seconded by Councilman Brombolich to approve. Resolution Giving Final Plat Approval to Subdivision Under Collinsville Subdivision Control Ordinance Being a Subdivision of a Fraction of Section 29, Township 3 North Range 8 West, of the Third Principal Meridian, Madison County, Illinois, (Resubdivision of Lot 15 of Final Plat of Collinsville Crossing) Attachments: Agenda Item Report Resolution FinalPlatPage1 FinalPlatPage2 Overview by Community Development Director David Bookless, who displayed an aerial map of the Home Depot parking lot (Lot 15). He explained the front area of the parking lot (approximately 20,000 square feet) would be divided as an outlot for a potential quick service restaurant. Plat has been reviewed by staff and meets requirements for Final Plat. Councilman Brombolich inquired of required parking and Director Bookless indicated there is adequate parking. He also explained the tenant will go through the site plan review before the Planning Commission. A motion was made by Councilman Stehman, seconded by Councilman Brombolich to approve. ANNOUNCEMENTS City Clerk Wasser read the Yard of the Month announcement. He indicated there are an additional 145 banners. He thanked Pat and Leonard Reitz for their efforts. 1. The Community Appearance Board is now accepting nominations for the Yard of the Month contest. Nominations can be submitted via the City's website or by calling me at 346-5204. Q. ADJOURNMENT A motion was made by Councilman Kypta, seconded by Councilman Moss to adjourn at 7:29 pm. Speakers may address the Council during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a member of the City Council. RULE 2: Input must relate to a matter under the authority of the City of Collinsville. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the City Council. RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council. RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City Council, City Manager, or any other City officer or employee. RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
