COUNCIL DISCUSSION 1. Bio Solids Overview Attachments: Staff Memo Overview by Chief Financial Officer Kris Mooney, who advised this project entails an upgrade to the City of Collinsville Page 1 Printed on 11/12/2020 City Council Minutes - Final October 27, 2020 Waste Water Treatment facility to produce a Class A bio-solids which will eliminate the need for a third party handler and associated costs. He advised additional funding for the project has been sought, IEPA loan and grant, but both are awaiting approval. He mentioned the project is eligible for funds from the Governor's Rebuilding Illinois Project but funds are pending appropriation. City Manager Bair spoke of Governor Pritzker's Rebuild Illinois Capital Bill and the mechanism for appropriating funds; however, it is unknown when funds will be disbursed. He further advised the project is sponsored by Senator Crowe and Representative Stuart for appropriation of funds. CFO Mooney explained the third party (Keller) contract expires at the end of 2021 and the project is expected to take 14 months to complete. He advised since funding disbursements are pending, the City will be requesting quotes for short term financing, rate and amortization fees to fund the project and choose the lowest and best bid for Council's approval. He clarified the short term loan would be paid once funds and grants appropriated. A discussion was had regarding a cost analysis should the City accept bids for the project prior to commitment of funds. Public Works Director Dennis Kress indicated associated project costs and loan agreement may be ineligible for reimbursement if commenced before commitment letter received. Councilman Jerome inquired as to what the financial risk would be and Director Kress advised he did not know as it was uncertain which items they would deem ineligible for reimbursement. A brief discussion was had regarding the need to empty the tanks once the third party contract had lapsed. Director Kress advised the tanks have a 4 month storage capacity. He advised the City could look into other avenues of removing the sludge. City Manager Bair indicated staff would recommend starting the project on time but looking at options to dispose of bio-solids. H. SPEAKERS FROM THE FLOOR None. I. K. COMMENTS & ANNOUNCEMENTS - CITY STAFF City Manager Bair gave a COVID update. He outlined the mitigation requirements. Parks and Recreation Director Kimberly Caughran spoke of upcoming events: Trick or Treating scheduled for 6:00-9:00pm, October 31 Reverse Light-Up Christmas Parade, December 5 - floats are needed Elsa and Anna's Gingerbread Workshop, December 5 You've been Elfed holiday boxes Holiday Light Tour, December 4-31 WinterWonderland at Willoughby (TBD) Breakfast with Santa, December 12 Noon Year's Eve, December 31 Farmers to Families Food Distribution, October 31 Yard of the Year voting Black Friday Sale on 2021 Aqua Park Season Passes In response of some social media posts, City Manager Bair addressed the City's water rates. He advised staff will look into inquiries regarding abnormal high water bills and work with customers. He advised rates were not increased in 2017 but historically raised 3% annually to fund operations and capital needs which includes the new water treatment plant. He advised Collinsville's water rates are low in comparison to adjoining jurisdictions and showed graph of rates for surrounding cities. L. CONSENT AGENDA City Clerk Wasser read the Consent Agenda. 1. Ordinance Adopting Sustainability Plan 2020 for the City of Collinsville, Illinois Attachments: Agenda Item Report Ordinance Sustainability Plan 2020 Deputy City Manager Derek Jackson advised this plan would serve as the City's guide for sustainable practices. The plan addresses Transportation, Buildings/Grounds, Environment, Land Use, and Community Development/Engagement. He indicated the plan was prepared and reviewed by various boards/commissions (Cool Cities Committee, Planning Commission and Parks and Recreation Advisory Commission). He advised public comments were received via Open House events and online survey. Those comments were taken into consideration. Councilmen Jerome and Hausmann spoke highly of the plan. Mayor Miller thanked committee members for their efforts. A motion was made by Councilman Hausmann, seconded by Councilman Green to approve. Ordinance Amending the Collinsville Municipal Code, Title 4 Fees with Regards to Subclass Supplemental Liquor License Fee, Sidewalk Dining City of Collinsville Page 4 Printed on 11/12/2020 City Council Minutes - Final October 27, 2020 Permit Fee, and Class P Liquor License Fee Attachments: Agenda Item Report Ordinance Draft Master Fee Schedule Deputy City Manager Jackson advised this ordinance would amend fees associated with Liquor Licenses by removing annual fees for Subclass Licenses with regards to sidewalk and beer garden dining within the Liquor Code and adding a one time sidewalk dining fee of $50 under Title 17 Building. He advised this amendment would also establish a $3,000 annual Liquor License fee for establishments that possess a Class P1 and P2 dual license. Councilman Stehman spoke of the need to remind business owners to keep the sidewalk dining areas in a clean and safe manner. A motion was made by Councilman Jerome, seconded by Councilman Hausmann to approve. Ordinance Amending the Collinsville Municipal Code, Title 10 Vehicles and Traffic Pertaining to Nuisance Vehicles within the Public Right-Of-Way Attachments: Agenda Item Report Ordinance Community Development Director Travis Taylor gave a brief explanation for a proposed amendment to Title 10 pertaining to nuisance vehicles within the public right of way. He listed restrictions prohibiting vehicles from being parked on right of way and displayed pictures as examples. He advised amending the definitions for commercial and recreational vehicles. Councilman Hausmann suggested reviewing and revising definition language for clarification. Councilman Jerome spoke of exceptions to the code. City Manager Bair advised this is only one of several potential amendments with regards to vehicles on public and private property. He recommended Council to table the item for now pending a comprehensive amendment to Title 10 regarding nuisance vehicles. Council elected to table the item until a more comprehensive amendment could be completed. Ordinance Providing for the Issuance of, Not to Exceed $8,500,000, General Obligation Refunding Bonds, in one or more series, of the City of Collinsville, Madison and St. Clair Counties, Illinois, and Providing for the Levy and Collection of a Direct Annual Tax for the Payment of the Principal of and Interest on said Bonds, and Authorizing the Execution of one or more Escrow Letter Agreements and Bond Orders in connection therewith Attachments: Agenda Item Report Ordinance CFO Mooney advised this ordinance is a Parameters Bond Ordinance which sets the conditions for a competitive bond sale to refund the General Obligation Series 2012 Bonds that were established for the expansion of the sewer plant. He advised the City is working with Speer Financial as Bond Counsel. He explained the timeline for the bond sale. Bond Financial Advisor Dan Forbes of Speer Financial joined the meeting via conference call. He explained the 2012 Series bonds are scheduled for refunding within 90 days of being recalled. He advised interest rates are low and recommends refunding. He spoke of the refunding structure and advised that no extension is being requested; therefore, making them come due in 2026. He estimated a $400,000 savings by refunding. A motion was made by Councilman Jerome, seconded by Councilman Green to approve. Speakers may address the Council during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a member of the City Council. RULE 2: Input must relate to a matter under the authority of the City of Collinsville. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the City Council. RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council. RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City Council, City Manager, or any other City officer or employee. RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
