A. CALL MEETING TO ORDER
Mayor Miller called the meeting to order at 6:30 pm.
B. ROLL CALL
Also present: City Manager Mitch Bair, Corporate Counsel Steve Giacoletto and City Clerk Kim
Wasser.

1. Swearing-In of Zachary Walters as a Police Officer
Police Chief Steve Evans welcomed Zachary Walters and Mayor Miller conducted the swearing-in
ceremony.

1. Key Performance Indicators - City Clerk and IT Department
Attachments: Memo
Deputy City Manager Derek Jackson advised updates for each department's performance will be
given to Council at future meetings. He advised Key Performance Indicators for the City Clerk's
Office and IT Department will be outlined in tonight's discussion by Kim Wasser (City Clerk) and
Sean Seckler (IT Director).
Clerk Wasser highlighted Key Performances for the City Clerk's office for FY 2020:
* 113 Ordinances approved, 16 of which were text amendments to the City's Municipal Code.
* 77 Freedom of Information requests received. She indicated this number is less than years past and
contributed it to readily available information on the City's website.
She indicated a decrease in Liquor Licenses issued as special events (Horseradish Festival, Smokin'
on Main, Italian Fest) were cancelled due to COVID.
She also noted additional efforts:
* coordinated 5 annexations and 2 pre-annexation agreements.
* updated City's Records Retention Report with State Archive Department and purged old records
accordingly.
* liquidated surplus items which brought in over $35,000 to the General Fund.
Lastly, she spoke of 2021 goals to include implementing CityWorks software to streamline the
application process for Liquor Licenses and Video Gaming, and digitizing records.
Director Seckler spoke of Key Performances with regards to IT Department's calls for service via the
Help Desk. He indicated target is difficult to meet due to the need for additional staff and the degree
of difficulty with regards to the type of service needed. He spoke of the benefit of having interns on
staff. He gave a breakdown of the time spent on IT issues by department - 29% Police, 23% Public
Works, 19% City Hall, 10% Fire Stations 1 and 2.
He mentioned the department's goals for 2021:
* tracking work time by task type (degree of difficulty).
* make ticket requests more specific.
* reduce cyber security risks with end-user training.
* integrate phone systems at Gateway Center and Activity Center/Aqua Park.
* camera upgrades.
Councilman Hausmann thanked Director Seckler for his efforts. He mentioned an uptick in calls for
service for IT assistance with more employees working remotely due to COVID. He spoke of his
understanding for IT demands at the Police Department.
Councilman Jerome spoke of possibility categorizing the types of calls for service and set targets
based on the degree of difficulty.

City Manager Bair spoke of staffing needs and the possibility of end-user training to eliminate some
help desk inquiries. Director Seckler advised he is exploring some training modules for users.
Mayor Miller spoke of the benefits for having an adequate system and knowledgeable staff.

Mayor Miller thanked the Collinsville Ministerial Alliance for praying over the City, Council and staff
during the Council meetings. He also spoke of pledging allegiance to the flag. He asked the public to
be mindful of children playing outside with the turn of the weather. He spoke of clean up efforts on
public right-of-way and encouraged organizations to participate. He advised the City Scoop would
be available soon.

Mayor Miller asked if the Council wished to pull any items prior to a Motion.
Councilman Hausmann asked to move the Approval of Minutes for the
February 23, 2021 Council Meeting as he was not in attendance. Mayor Miller
moved item L. 3. (Approval of Minutes) to New Business as item M. 3. A
motion was made by Councilman Jerome, seconded by Councilman Green, to
approve the Consent Agenda. The motion carried by the following vote:

Director Caughran advised this ordinance would authorize the Mayor to sign an agreement with EPA
for funding in the amount of $50,730 for storm water mitigation efforts at Willoughby Farm.
A motion was made by Councilman Hausmann, seconded by Councilman
Stehman to approve. The motion carried by the following vote:

2. Ordinance Authorizing the City Manager to Approve Property, Casualty, and
Risk Insurance for 2021

Chief Financial Officer Kris Mooney advised this ordinance would authorize the renewal of insurance
premiums for 2021 in the amount of $998,748. He advised the premium amount is a 10% increase

from last year as well as an increase in deductibles. He indicated the increase is due to weather
related claims across the country despite a decrease in City claims. He spoke of a decrease of over
$58,000 in the Aqua Park insurance. He spoke of a minimal increase for additional coverage in the
City's Cyber Liability Insurance policy. Lastly, he advised staff will look for ways to reduce costs in
2022.
City Manager Bair spoke of his, as well as other City administrators, frustration with increasing
insurance premiums despite a decline in claims.
A motion was made by Councilman Green, seconded by Councilman Jerome
to approve. The motion carried by the following vote:

ADDRESSING THE COUNCIL DURING SPEAKERS FROM THE FLOOR
Below are the rules for input during City Council meetings as set out in Ordinance No. 4765 entitled “Ordinance
Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and
Sub-Bodies of Collinsville, Illinois”. Speakers may address the Council during the time designated as Speakers
From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a
member of the City Council.
RULE 2: Input must relate to a matter under the authority of the City of Collinsville.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the City Council.
RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council.
RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted
and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City
Council, City Manager, or any other City officer or employee.
RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may
not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents,
employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or
the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
