ceremony.

Mayor Miller spoke of the upcoming Italian Fest. He announced that Councilman Hausmann would
be performing at the Tunes at Blum.
J COMMENTS & ANNOUNCEMENTS - COUNCIL MEMBERS

K. COMMENTS & ANNOUNCEMENTS - CITY STAFF
City Manager Bair did a brief "Did You Know" segment on the City's fleet vehicles. He advised the
distance to travel around the earth is 24,901 miles. Total miles driven by City vehicles in a year is
696,850 miles, equivalent to 28 trips around the world. He spoke of the amount of gas used and the
associated cost. Next, he spoke of the amount of IDOT's right-of-way that is maintained by the City.
He advised the City is currently mowing 73,668 feet, almost 14 miles, of IDOT's responsibility right-of
way at an annual cost of $160,202.
Parks Director Kimberly Caughran mentioned the Tunes at Blum free concert event to be held each
Wednesday evening in September. She mentioned the Fall Farm Day at Willoughby on October 2.
3. Presentation of the Yard of the Month Contest Winners for September:

1. Ordinance Authorizing a License Agreement with Delta Communications,
LLC, d/b/a Clearwave Communications, for the Installation, Operation, and
Maintenance of a Fiber Optic Network in the Right-of-Way

Public Works Director Dennis Kress advised this agreement would authorize Clearwave
Communications to install, operate and maintain fiber optic network within the City's right-of-way.
This network will provide business customers access to high speed internet services.
A motion was made by Councilman Hausmann, seconded by Councilman
Stehman to approve. The motion carried by the following vote:

2. Ordinance Accepting an Illinois Workers' Compensation Commission
Settlement Contract Lump Sum Petition and Order (Severine)

Chief Finance Officer Kris Mooney advised this ordinance would authorize a worker's compensation
settlement to Tim Severine in the amount of $12,077.31. He clarified the amount to be $12,077.31
and advised there was a typo in the attached agreement that will be corrected before being executed.
He further advised Mr. Severine was injured during the course of his employment but has since
returned to work.
A motion was made by Councilman Green, seconded by Councilman Jerome
to approve. The motion carried by the following vote:

3. Ordinance Amending the Collinsville Municipal Code, Chapter 3.18 in Relation
to the Hotel and Motel Privilege Tax

Ordinance
CFO Mooney advised the Hotel/Motel Tax of 9% is currently being collected when a room is rented
directly from the hotel or motel; however, the tax is not being collected if the room is rented through an
online source (Expedia, Trivago, Hotels.com, etc) He indicated this ordinance would authorize the
online travel companies to collect the tax and remit payment to the City. The ordinance would go into
effect starting November 1, 2021. He advised Azavar, the City's collector for Food and Beverage
Tax and Hotel/Motel Tax, will notify the companies and oversee the tax implementation.
A motion was made by Councilman Hausmann, seconded by Councilman
Stehman to approve. The motion carried by the following vote:

4. Ordinance Amending the Collinsville Municipal Code, Title 10 Vehicles and
Traffic, Pertaining to Nuisance Vehicles within the Public Right-Of-Way

Community Development Director Travis Taylor advised this ordinance was first discussed last
October. He advised this ordinance has been amended based on Council's comments.
He advised the ordinance would establish regulations of certain nuisance vehicles on the City's
right-of-way. Language would allow staff to address complaints concerning unsightly or vehicles
obstructing the public right-of-way. He summarized a list of prohibitions along the City's right-of-way
and displayed pictures as illustration. He advised the ordinance gives clear definitions regarding
commercial vehicles and recreational vehicles and displayed pictures as examples. He advised
exceptions are addressed in the ordinance as well. He spoke of the impoundment of vehicles in
violation.
Councilman Stehman commented as this being a way to address issues and improve the quality of a
neighborhood.
Councilman Jerome inquired of the impoundment process. A brief discussion was had regarding the
impoundment of vehicles in violation. Director Taylor advised the procedures for impoundment are

not outlined in the ordinance but rather at the discretion of the Officer. City Manager Bair advised
impoundment of the vehicle would be considered if the nuisance violation is long term condition or
regular occurrence.
A motion was made by Councilman Green, seconded by Councilman Jerome
to approve. The motion carried by the following vote:

ADDRESSING THE COUNCIL DURING SPEAKERS FROM THE FLOOR
Below are the rules for input during City Council meetings as set out in Ordinance No. 4765 entitled “Ordinance
Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and
Sub-Bodies of Collinsville, Illinois”. Speakers may address the Council during the time designated as Speakers
From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a
member of the City Council.
RULE 2: Input must relate to a matter under the authority of the City of Collinsville.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the City Council.
RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council.
RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted
and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City
Council, City Manager, or any other City officer or employee.
RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may
not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents,
employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or
the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
