Mayor Miller called the meeting to order at 6:30pm.

Police Chief Evans introduced and welcomed Emily Briley and Brian Joy to the Collinsville Police
Department.
Mayor Miller swore in Emily Briley and Brian Joy as Collinsville Police Officers and welcomed them

H. SPEAKERS FROM THE FLOOR
Tony Furhman spoke of the workforce development program. He thanked the City for their
leadership in becoming a partner in the counties workforce initiative. He also thanked H.R. Director
Payton Drury for her assistance in the apprenticeship program. He mentioned a delayed start to the
program due to the pandemic.
I. COMMENTS & ANNOUNCEMENTS - MAYOR
Mayor Miller spoke of the swearing in of dedicated people in public service fields. He spoke of the
new year and exciting things forthcoming. He mentioned City Hall being closed to the public as a
safety precaution due to the pandemic and encouraged the public to either sign up for automatic bill
paying or utilize the drop box.

K. COMMENTS & ANNOUNCEMENTS - CITY STAFF
City Manager Bair thanked Mr. Furhman for bringing the workforce program opportunities to the
City. He too recognized H.R. Director Drury for her efforts in coordinating the program.
Parks and Recreation Director Kimberly Caughran highlighted upcoming events:
White Elephant Bingo - January 21, Activity Center
Urban Ecology Club - January 23, Willoughby Farm
Job Fair, January 14, Activity Center

1. Ordinance to Authorize Contract with American Response Vehicles in the
Amount of $282,594 for the Purchase of a 2023 Ambulance and Approve the
Total Project Authorization in an Amount Not to Exceed $351,294

Fire Chief Bailot advised this is the same project and purchase as was presented in July of 2021. He
advised this ambulance purchase will replace the oldest ambulance in the fleet which is a 2016 with
over 100,000 miles. He spoke of the need to place the order now as there is a 12-13 month delay in
delivery due to a vehicle chip shortage. He advised this purchase was listed in the previous bid
documents as an additional purchase in the future. ARV submitted their bid with a 3.5% increase
which is less than the going rate. He gave a breakdown of the purchase and advised the total amount
$351,294 includes a 2023 ambulance, financing charges and equipment (radio, computer and IT
equipment, and power cot stretcher). He hopes to take delivery of this purchase by 2nd quarter of
2023. Lastly, he advised he hopes to take delivery of the 2022 ambulance, previously approved in
July of 2021, later this year.
A motion was made by Councilman Green, seconded by Councilman Jerome
to approve. The motion carried by the following vote:

2. Ordinance Approving A Collective Bargaining Agreement Between the
International Association of Firefighters, Local 2625, and The City of
Collinsville, Illinois

2022 Wage Scale
Chief Bailot spoke of the collaborated efforts of all involved in finalizing a 3 year (January 1, 2022 -
December 31, 2024) labor agreement with the Firefighter's union within 2 negotiation meetings. He
spoke of the wage schedule which is based on the CPI, 1.5% base to a 4% cap. Next, he highlighted
changes to the contract:
Language as to how overtime is calculated.
Annual emergency call out bonus.
Rollover of vacation hours.
Health insurance for retirees.
Increase in uniform allowance.
Residency - 15 mile radius to be eligible for call ins, 30 mile radius from station(s).
Peer Fitness Trainers stipend.
Light duty options.

3. Ordinance Adopting a Whistleblower Protection Policy for the City of
Collinsville

H.R. Director Drury advised this ordinance would amend the Employee Handbook to include the
Whistleblowers Protection Policy as defined by State Statute. The policy provides confidentiality and
protection against retaliation.
A motion was made by Councilman Hausmann, seconded by Councilman
Stehman to approve. The motion carried by the following vote:

4. Resolution is Support of and Authorizing the Mayor to Apply for the Park
Enhancement Grant Funds from Madison County

Director Caughran advised this resolution of support is required as part of the grant program. The
grant reimbursement amount is $86,372 which will go towards the Rotary playground replacement
project, CIP-PR22-006, at Woodland Park.
On a side note, Councilman Stehman inquired of the St. Clair County Park Enhancement Grant to
which Director Caughran advised the grant was awarded to the City and the items have been ordered.
Councilman Stehman spoke of the efforts by St. Clair County Trustees for the grant.

ADDRESSING THE COUNCIL DURING SPEAKERS FROM THE FLOOR
Below are the rules for input during City Council meetings as set out in Ordinance No. 4765 entitled “Ordinance
Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and
Sub-Bodies of Collinsville, Illinois”. Speakers may address the Council during the time designated as Speakers
From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a
member of the City Council.
RULE 2: Input must relate to a matter under the authority of the City of Collinsville.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the City Council.
RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council.
RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted
and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City
Council, City Manager, or any other City officer or employee.
RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may
not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents,
employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or
the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
