A. CALL TO ORDER
Chairman Jones called the meeting to order at 6:02 p.m.
B. ROLL CALL
Also present was Kim Wasser, City liaison.

D. RECESS
Motion was made by Dalton, seconded by Graves at 6:05 p.m. to recess in order to view and score
Yard of the Month nominees (108 Westridge, 118 Westridge, 21 Briarcliffe, 540 Pennsylvania, 1904
Pinehurst, 1913 Pinehurst, 1914 Pinehurst, 8 Pine Valley, 41 Chelsea, and 16 Somerset), all in favor,
motion passed.
Meeting reconvened at 7:56 p.m.
E. APPROVAL OF MINUTES
A motion was made by Hellige, seconded by Dalton. to approve. The motion
carried by the following vote:

1. Schedule August Clean Up - S. Morrison area
Next clean up date was determined - Saturday, August 27, meet in parking lot across street from City
Hall at 6:30 a.m.
2. Marilyn Highley's Resignation
Chairman Jones explained he received Marilyn Highley's letter of resignation June 16, 2016. She
explained that due to a scheduling conflict with her new employment, she must resign immediately.
Motion was made to accept with regret Highley's resignation by Dalton, seconded by Graves, all in
favor, motion passed.
H. OLD BUSINESS
1. Mow Schedule Reminder:
August - Wanagat and volunteer needed (Highley Resigned)
Curtis Nelson volunteered to assist Wanagat with the island grass cutting for the month of August.

I. STAFF REPORT
1. Summary of 2016 Garden Tour
Dalton advised 79 people attended the 2016 Garden Tour. Many of the host yards offered
refreshments to the participants on the tour. A profit of $345.00 will be donated to the Collins Park
gardens. Plans for next years annual Garden Tour are underway. She already has 6 yards
committed to participate on June 10, 2017. A discussion was had regarding next years insurance
expenses, estimated at $500. It was discussed that sponsors could cover some of the cost of
insurance expenses as well as increasing the ticket prices. Sponsors would be recognized in the

program and advertisement posters. Dalton will schedule a Garden Tour committee meeting in
October and bring suggestions back to the board.
Motion was made to increase ticket prices for the 2017 Garden Tour to $12.00 each for advance
tickets and $15.00 each for day of tickets by Dalton, seconded by Wheat, all in favor, motion passed.
A suggestion was made by Brown Sr. to offer bottled water for sale during the tour.
2. Discussion of Replacing Welcome Signs
Jones indicated the sign design he liked and the board was in consensus. Brown Sr. spoke of the cost
difference between remodeling the existing signs to that of completely replacing them. The idea of
replacing the existing signs would be to insure the new signs would have the same appearance as the
other Collinsville signs around town. Dalton advised she spoke with City Manager Bair regarding the
need to replace the welcome signs around town. She indicated he will call a special meeting to discuss
the issue with the Council.
3. Discussion of Replacing Yard of the Month Signs
Graves spoke of the need to replace the Yard of the Month signs. Motion to purchase new, one
sided, Yard of the Month signs for 2017 program by Dalton, seconded by Brown Sr., all in favor,
motion passed.
J. COMMENTS FROM COMMISSION MEMBERS
Dalton advised this year marked the 30th anniversary of the Memorial Tree ceremony event. Two
trees were planted. Polish American War Veteran's performed the color guard. Reverend Pratt gave
the invocation and benediction. The First Baptist Church's pianoist and sound system tech assisted
with the performance of the ceremony. The Mayor was unable to attend so Ken Wheat gave the
presentation to Carolyn Fricker, of Willoughby Farms. A thank you note will be sent to First Baptist
for hosting the ceremony.
A discussion was had regarding the need to clean out and de-weed the welcome sign flower boxes.
Board members volunteered to clean out the various boxes.
Discussion was had regarding the dead plants and weeds at the Collinsville sign and sculpture on Clay
at Vandalia. Wasser indicated the City was aware of the issue and is addressing the problem.
Hellige tallied the Yard of the Month scoresheets. She indicated 1st place winner was 1913 Pinehurst
and 2nd place was 16 Somerset. She advised 1914 Pinehurst will be nominated during the month of
August since they were unable to judge the property due to heavy rains.

ADDRESSING THE BOARD/COMMISSION DURING SPEAKERS FROM
THE FLOOR
Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765
entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission,
Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time
designated as Speakers From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by
the meeting Chairman of the governing board.
RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the Board/Commission.
RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board.
RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be
granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the
governing board or any other City officer or employee.
RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and
employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary
bodies, officers, agents, employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing
board or the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
