CALL TO ORDER Chairman Ken Jones called the meeting to order at 6:00 pm. B. ROLL CALL Also present - City Liaison Kim Wasser Present: 10 - Chairperson Ken Jones, Janice Georg, Vice Chair Dean Graves, Susan Hellige, Brion Brown Sr, Liz Dalton, Ken Wheat, Dia Toenjes, Brad Main and Sharon Main Excused: 3 - Brion Brown Jr, Judith Nelson and Curtis Nelson Absent: 0 C. SPEAKERS FROM THE FLOOR None D. APPROVAL OF MINUTES 1. Motion to Approve Minutes of the February 8, 2017 Meeting A motion was made by Wheat, seconded by Dalton to approve. The motion carried by the following vote: Aye: 10 - Chairperson Jones, Georg, Vice Chair Graves, Hellige, Brown Sr, Dalton, Wheat, Toenjes, Main and Main Nay: 0 Excused 3 - Brown Jr, Nelson and Nelson : Absent: 0 Abstain: 0 E. NEW BUSINESS 1. Board procedure of communication with City employees Chairman Jones reminded the members to contact him or Wasser with regards to requests for services City of Collinsville Page 1 Printed on 5/11/2017 Community Appearance Board Minutes - Final March 8, 2017 needed by the Community Appearance Board (CAB) rather than contacting City employees individually. He also reminded members that the CAB meets the same time every month (2nd Wednesday of the month at 6:00 pm) so as not to double book yourselves. He (Jones) read a letter from Brion Brown Jr. regarding Arbor Day event. He advised he will contact the teacher from Summit School to confirm that date and time for planting a tree at Willoughby Farm for Arbor Day. Chairman Jones indicated he was contacted by Curtis Nelson, who advised he may have to resign as a member of the Community Appearance Board. Further information will be forthcoming. F. OLD BUSINESS 1. 2017 Garden Tour Committee Report and Update Dalton advised that Hellige has gifts already picked out for participating yards and Toenjes is working on seeking sponsorships for the program to help cover expenses (insurance, gifts, etc). Sponsors will receive an ad in the program for a suggested donation amount (business card size - $25, quarter page - $50, half page - $75 and entire page - $100). She advised she is in the process of contacting yard participants and is seeking nominations. She indicated 10-15 baskets/items will be raffled off the day of the event and she is accepting donations for basket items. She reminded board members to keep their calendar clear so they can work the Garden Tour on June 10. 2. Welcome Sign Replacement Update Chairman Jones advised he received an invoice from Otter Graphics for the repair of 2 welcome signs in the amount of $728.20. Motion to pay invoice by Dalton, seconded by Hellige, all in favor, motion carried. Brown Sr. gave an update on the Welcome Sign Replacement project. He advised he was able to get an estimate for a double sided, stone veneer at approximately $600.00. He briefly described the stone and application process. He suggesting shortening the columns. He also advised he is waiting for a price quote from Demond Signs for a metal Collinsville logo sign. Brown Sr. may seek donated labor for electrical work. He and board members could install stone. It was suggested that the welcome sign on Rt. 157 at the 55/70 ramp should be the first sign done since it is highly visible. He suggested assigning board members for maintenance of the current welcome signs. 3. Reminder - Trash pick up and mulching scheduled for March 25, 2017 at 7:00am Chairman Jones reminded everyone of the scheduled trash pick up and mulching of Collinsville wedge (Clay/Vandalia) for March 25. Discussion was had regarding mulching other locations on the same day. Jones suggested mulching of the Walgreens wedge (Beltline/Vandalia) to April 8 at 7:00 am. G. STAFF REPORT Wasser advised she received a quote for 2 Yard of the Month signs (first place and runner up) with a City of Collinsville Page 2 Printed on 5/11/2017 Community Appearance Board Minutes - Final March 8, 2017 color full ground for $30 each. Once sponsors are identified, she will have the signs made. Brown Sr. will seek donations for Yard of the Month sponsorships. She reminded everyone of the Volunteer Appreciation Dinner scheduled for April 20 at Doubletree. A save the date email was sent and invitations forthcoming. Wasser informed the board that Brown Jr. and Dalton's terms are expiring. Jones asked Dalton if she would be willing to accept another term to which she consented. Jones will contact Brown Jr. but assumes he is willing to accept another term based on recently communications and participation. No board members objected to a reappointment recommendation. She encouraged members to visit the City's website for the State of the City address as well as monthly updates. A discussion was had regarding new development. Hellige talked about planting angelonia at the Collinsville wedge (Clay/Vandalia). She talked about plants that are dead and need to be pulled. Wasser inquired of an estimate for plants, mulch and maintenance of the Collinsville wedge since this is a new area of responsibility for the board. Hellige gave a rough estimate of $2,000 or less. Dalton advised she has 4 trees for the Tree Memorial ceremony. Jones mentioned he noticed 2 dead trees in the landscaping next to Home Furniture. Wasser will follow up. H. COMMENTS FROM COMMISSION MEMBERS Chairman Jones advised the wedge was treated by Country Club. 2017 mowing of wedge (Beltline/Vandalia) schedule was determined: March - Brown Sr. (if needed) April - Brown Sr. May - Toenjes June - Main July - Wheat August - Brown Jr. September - Hellige/Dalton October - Georg Graved volunteers to fill in when needed. Speakers may address the Board/Commission during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by the meeting Chairman of the governing board. RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the Board/Commission. RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board. RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the governing board or any other City officer or employee. RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing board or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the responsible parties at the discretion of the meeting Chairman.
