A. CALL TO ORDER
Chairman Ken Jones called the meeting to order at 6:00 pm.
B. ROLL CALL
Dalton arrived at 6:03 pm.
Present: 11 - Chairperson Ken Jones, Janice Georg, Dean Graves, Susan Hellige,
Brion Brown Sr, Judith Nelson, Liz Dalton, Ken Wheat, Dia Toenjes,
Brad Main and Sharon Main
Excused: 1 - Brion Brown Jr

D. RECESS
Motion to recess to view and score Yard of the Month nominees at 6:03 pm by Wheat, seconded by
Georg, all in favor, motion carried.
Board resumed meeting at 7:17 pm.
E. APPROVAL OF MINUTES
1. Motion to Approve Minutes of the May 10, 2017 Meeting
A motion was made by Georg, seconded by Dalton to approve. The motion
carried by the following vote:

F. NEW BUSINESS
1. Schedule Monthly Trash Clean Up
The next trash clean up was scheduled for Saturday, July 22 at 6:30 am.
G. OLD BUSINESS
Chairman Jones addressed the board and read a statement of policy regarding board members
contacting City employees with respect to requesting work assistance. He indicated board members
needing assistance should first communicate the request to Board Chairman who in turn will contact
Board's City Liaison/City Clerk for action. He affirmed reason for policy is to clarify potential
confusion by employees as to whom they are to take direction from or follow up on request for
assistance.
H. STAFF/COMMITTEE REPORT
1. Garden Tour Report
Dalton gave the following conclusion update of the Garden Tour event. She spoke of the beautiful 8
yards that participated. She indicated it was not as successful as previous years with less people in
attendance. Toenjes told $500 in sponsorship ads and ticket sales consisted of 47 people. A
discussion was had regarding why the low participation. Dalton mentioned the various advertisements
for the event. Income from raffles, ticket sales, and sponsorship ads minus the insurance, stones (gifts
to participating homeowners), printing costs for flyers, tickets and posters netted a profit of $548.
Brown Sr. gave Dalton $16 that his grandkids raised by selling refreshments. Discussion was had
regarding other advertisement options.
2. Welcome Sign Replacement Update
Wasser advised she submitted the welcome sign replacement project as a 2018 Capital Improvement
Project which will go before Council for approval. She further advised a local electrician is willing to
donate his labor for the project.
Brown Sr. spoke of the current welcome signs needing weeds pulled.
3. Tree Memorial Update
Dalton gave an update of the Tree Memorial event. She advised the ceremony will be 1:30 pm on
July 9 at the First Baptist Church on St. Louis Rd. She has the color guard scheduled with Pastor
Pratt presiding. Family invitations will be sent this week. Board members should be present to assist
at 1pm. Four trees will be dedicated and planted (3 at Willoughby Farms and 1 at Listeman Park).

I. COMMENTS FROM COMMISSION MEMBERS
Georg inquired of member Curtis Nelson. Wasser read an email from Curtis Nelson regarding his
resignation that was sent to Chairman Jones. Dalton make a motion to accept Curtis Nelson's
resignation with regrets, Judy Nelson second the motion, all in favor, motion carried.
Judy Nelson tallied the Yard of the Month nomination score sheets with 1704 Waverly placing first
and 27 Ramsgate as runner up.

A motion was made by Graves, seconded by Georg to adjourn at 7:44 pm. The
motion carried by the following vote:

ADDRESSING THE BOARDS/COMMISSIONS DURING SPEAKERS FROM
THE FLOOR
Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765
entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission,
Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time
designated as Speakers From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by
the meeting Chairman of the governing board.
RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the Board/Commission.
RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board.
RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be
granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the
governing board or any other City officer or employee.
RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and
employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary
bodies, officers, agents, employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing
board or the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
