CALL TO ORDER Chairman Jones called the meeting to order at 6:00 pm. B. ROLL CALL Present: 9 - Chairperson Ken Jones, Janice Georg, Dean Graves, Brion Brown Sr, Judith Nelson, Liz Dalton, Dia Toenjes, Brad Main and Sharon Main Excused: 2 - Susan Hellige and Brion Brown Jr Absent: 0 C. SPEAKERS FROM THE FLOOR None. D. APPROVAL OF MINUTES 1. Motion to Approve Minutes from the September 13, 2017 Meeting A motion was made by Georg, seconded by Graves. to approve. The motion carried by the following vote: Aye: 9 - Chairperson Jones, Georg, Graves, Brown Sr, Nelson, Dalton, Toenjes, Main and Main Nay: 0 Excused 2 - Hellige and Brown Jr : Absent: 0 Abstain: 0 E. NEW BUSINESS 1. Discussion Christmas lighting and set date/time Discussion was had regarding Christmas light decorating. Board will meet in the parking lot of S.S. Peter and Paul on November 16 at 6pm to start stringing Christmas lights at the Collinsville sign (Clay @ Vandalia), 2 pocket park areas (next to Ashmann's and Home Furniture) and then Listeman Park. November and December Meeting Discussion Discussion was had regarding November and December board meetings. Motion to cancel November meeting due to lack of agenda items made by Nelson, seconded by Georg, all in favor, motion passed. Motion to cancel December meeting due to lack of agenda items made by Nelson, seconded by Toenjes, all in favor, motion passed. . F. OLD BUSINESS 1. Schedule final Trash Pick Up date/time for 2017 Trash pick up scheduled for Saturday, December 2 at 7:15am. 2. Reminder: Board member vacancies (2) Board would like to send letters and application form to previous Yard of the Month winners to see if anyone may want to serve as a volunteer on the Community Appearnace Board. 3. Welcome Sign Replacement Update Brown Sr. gave an update on the welcome sign replacement project. The first sign to be done will be on Rt. 157 near the I-55/70 entrance/exit ramp. Board would like to get this sign replaced before year end. He indicated that Mark Ahlvers ordered the lettering which has a 21 day turn around. A discussion was had regarding cleaning out the planter boxes so they could be filled in. Jones will contact Wasser to see if Street Dept. can remove debris from boxes. City employee/resident Mike Delaney volunteered to do the electrical service for lighting at each sign. Brown Sr. plans on installing the stone wall on November 4 starting at 7:30am with signage forthcoming. 4. Christmas Parade Participation and Update Discussion was had regarding the Christmas parade route. CAB will participate in the parade using Brown Sr.'s trailer and Brown Jr.'s truck. Members will gather at Hellige's home on November 28 at 6pm to decorate trailer for parade. G. STAFF REPORT 1. Yard of the Year voting is underway during the month of October. Please visit the City's website to cast your vote. H. COMMENTS FROM COMMISSION MEMBERS Toenjes will soon receive her certification for Master Gardener. Once achieved, the Board will have 5 certified members. Dalton invited members to her home on December 19 at 6:30pm for annual Christmas gathering. Member will meet at Collinsville sign (Clay at Vandalia) to remove mums and plant tulip bulbs on City of Collinsville Page 2 Printed on 1/29/2018 Community Appearance Board Minutes - Final October 11, 2017 November 11 at 8am. Once removed, mums will be donated to Willoughby Farms or given away to citizens on a first come first serve basis. City will promote the mum giveaway. I. Speakers may address the Council during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a member of the City Council. RULE 2: Input must relate to a matter under the authority of the City of Collinsville. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the City Council. RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council. RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City Council, City Manager, or any other City officer or employee. RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
