Chairman Jones called the meeting to order at 6:00 p.m.

1. Motion to Approve Minutes from the October 10, 2018 Meeting.
Dalton made a motion to approve the October 10, 2018 meeting minutes.
Georg seconded the motion. The motion carried with the following vote:
E. NEW BUSINESS
1. Board Elections
A motion was made by Georg, seconded by Meredith to recommend for
approval, Ken Jones as Chairman of the Board. The motion carried by a
unanimous vote.
A motion was made by Georg to approve by Acclamation, Ken Jones as
Chairman of the Board. The motion carried by a unanimous vote.

A motion was made by Dalton, seconded by Toenjes to recommend for
approval, Dean Graves as Vice Chairman of the Board. The motion carried by
a unanimous vote.
A motion was made by Dalton to approve by Acclamation, Dean Graves as
Vice Chairman of the Board. The motion carried by a unanimous vote.
2. 2019 Budget and Spending
Hardin gave a general overview of CAB spending during 2018, and discussed
spending and budgeting goals for 2019.
• Timely submission of any purchase receipts and Invoices
• Purchase description worksheet
• 2019 projects and spending will help determine future budgeting needs
• Tax exempt purchasing and businesses with registered tax exempt City
accounts
3. 2019 Projects and Planning
Landscaped areas / green space maintained by the Community Appearance
Board:
1. City Entry Signs
• Entry Sign Replacement: The Entry Sign Replacement Project is complete.
City Council and recognized the Board’s hard work in completing this project
during the December 10, 2018 City Council Meeting.
• Entry signs located at the Sports Complex and on Bluff Road near the
interchange will be improved at a later date as part of future developments.
• The Board made suggestions for further improvement of the completed
signs: confirm that the bases of all signs have been backfilled with rock;
reroute conduit through brick rather than over the brick base; and painting
out white bricks during the spring.
• Mulching and relocation of plants is needed at the Highway 157/Caseyville
Road entry sign.
2. “The Wedge” (landscaped island at the intersection Highway 159 and
Beltline Road (Georg)
• Georg will develop a landscaping and comparative pricing plan for
improvements at “the Wedge” and present to the Board at a later date.
• A more coarse type of mulch is needed which won’t break down as fast.
This type of mulch should last about two years. Mulch should be installed in
early April after spring bulbs come up.
• Assess what plantings survive the winter and plan to begin transplanting in
early May.

3. Landscaped island at the intersection of W. Main and Westmoreland
(Graves)
• Mulching is needed in early Spring
• Probation Department group will continue offering volunteer labor
4. Landscaped island at the intersection of St. Louis Road and Caseyville
Road (Nelson)
5. Listemann Park and large potted plants in Uptown (Dalton)
• Some trees are dying and some replanting may be needed
• Probation Department volunteers will trim plantings next week.
Christmas Committee
• Chairman Jones appointed a Christmas Committee to develop plans for
decorating and parade participation
• Christmas Committee members: Jones, Brown, Sr., and Brown, Jr.
• The Board discussed having a Christmas tree at “the Wedge”
• Design themes for the Christmas parade float will be discussed at the
February meeting
• The Board will seek sponsors to fund the Boards Christmas parade float
CAB Responsibilities/Duties
• The Board would like to transfer maintenance of the Uptown area to the
Parks & Recreation Department
• Christmas lights, timers, and cords used at the Collins House and the
Uptown area are stored in the basement of the Collins House
• Request that the Parks & Recreation Department install Christmas lights in
the Uptown area during the Christmas season
• Requests discussion with the Parks & Recreation Director at the February
meeting
Trash Pickup and Mowing Schedules: to be discussed at March meeting.

G. STAFF REPORT
1. Planning sessions and public workshops for the St. Louis Road and
Collinsville Road Great Streets Revitalization Plan will take place January 28 –
31, 2019.
2. Business and Development Update:
• The Planning Commission has approved a Site Plan McDill’s Irish Pub
redevelopment project which includes the construction of a new, larger
building the current location.
• Site improvements for the new Popeye’s on N. Bluff Road are underway.
• Old Herald Brewing Company (115 E. Clay) opened on January 3, 2019.
The restaurant/brewery/distillery has been busy and receiving positive reviews.
• The development of a Rainstorm Express Car Wash at 1008-1010 Beltline
Road is pending Site Plan approval.
3. TruGreen has bought out Country Club landscaping company which
previously provided complimentary fertilizer treatment and weed control at
“the Wedge”. Staff has engaged in discussion with TruGreen to determine if
this complimentary service will continue.
4. Hellige was reappointed to a new four-year term on the Community
Appearance Board by City Council on October 22, 2018.

ADDRESSING THE BOARD DURING SPEAKERS FROM THE FLOOR
Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765
entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission,
Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time
designated as Speakers From the Floor on the agenda.
RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by
the meeting Chairman of the governing board.
RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body.
RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express
the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their
name and general subject matter to which they will address the Board/Commission.
RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board.
RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be
granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the
governing board or any other City officer or employee.
RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall
speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and
employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary
bodies, officers, agents, employees, boards or commissions is a party.
RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing
board or the general public, except as otherwise provided for herein, with regard to any products, goods, services,
information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may
or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other
person or entity.
RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech,
writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such
as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting
Chairman’s discretion.
RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting
Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one
warning use of the gavel. Subsequent inappropriate behavior shall result in the immediate removal of the
responsible parties at the discretion of the meeting Chairman.
