CALL TO ORDER Chairman Jones called the meeting to order at 6:00 p.m. B. ROLL CALL This agenda item was no action taken. Present: 10 - Dean Graves, Brion Brown Jr, Liz Dalton, Dia Toenjes, Brad Main, Ken Jones, Brion Brown Sr, Susan Hellige, Ronld Spears and Tim Meredith Absent: 2 - Janice Georg and Judith Nelson C. SPEAKERS FROM THE FLOOR None. No speakers from the floor. D. APPROVAL OF MINUTES This agenda item was no action taken. 1. Motion to Approve Minutes from the February 13, 2019 Meeting. Attachments: Draft Minutes of February 13, 2019 A motion was made by Dalton, seconded by Graves to approve the Minutes of February 13, 2019. The motion carried by a unanimous vote. E. NEW BUSINESS This agenda item was no action taken. 1. Trash Pick-Up Schedule The Board scheduled a trash pickup day for 7:00 a.m. on April 27, 2019. Further discussion on the project to be had at a later date. F. OLD BUSINESS This agenda item was no action taken. 1. Maintenance and Improvements at CAB Work Areas: 1. Landscaped Island at Beltline Road / Highway 159 2. Landscaped Island at W. Main Street / Westmoreland Street 3. Landscaped Island at St. Louis Road / Caseyville Road 4. Listema Park and Uptown Area 5. Entry Sign at Caseyville Road / Highway 157 1. Listeman Park and potted plants in Uptown area a) Trimming and mulching has been scheduled and will be completed by volunteers from Madison County. 2. Landscaped Island at W. Main Street and Westmoreland Street 3. Landscaped island at Beltline Road and Highway 159 / “The Wedge” a) After mowing, no additional work is expected until the end of April. 4. Landscaped island at St. Louis Road and Caseyville Road 5. Landscaping at the Caseyville Road/Highway 157 City entry sign a) Brown, Sr. will clean up the area and turnover the mulch. 6. Century Oak Tree on East Church Street 2. Maintenance and Improvements at CAB Work Areas (Purchase 1) A motion was made by Dalton, seconded by Meredith to approve the purchase of 7 bags of pre-emergent. The motion carried by a unanimous vote. 3. Maintenance and Improvements at CAB Work Areas (Purchase 2) A motion was made by Dalton, seconded by Hellige to approve the purchase of 100 bags of mulch. The Board decided not to register a float for the 2019 Christmas parade in preference to being judges of parade floats. 2. The Board plans to install a 10ft. pole frame, lit Christmas tree at “the Wedge” during the Christmas season. G. STAFF REPORT Hardin provided a update on new businesses and development in the City. H. COMMENTS FROM BOARD MEMBERS 1. Jones inquired with the Board to ensure that each member has a designated work area. o Main will join Graves in managing maintenance at the landscaped island at W. Main Street and Westmoreland Street o Spears will begin managing maintenance at the Landscaping at the Caseyville Road/Highway 157 City entry sign. Spears to provide an assessment of its conditions at the April meeting. o Toenjes will join Georg and Hellige in managing maintenance at the landscaped island at Beltline Road and Highway 159 / “The Wedge”. 2. Brown, Jr. announced that Arbor Day is April 26, 2019. I. ITEMS FOR NEXT AGENDA 1. Arbor Day activities J. ADJOURNMENT A motion was made by Hellige, seconded by Dalton to adjourn the meeting at 6:51 p.m.. The motion carried by a unanimous vote. City of Collinsville Page 3 Printed on 6/6/2019 Community Appearance Board Minutes March 13, 2019 ADDRESSING THE BOARD DURING SPEAKERS FROM THE FLOOR Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765 entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by the meeting Chairman of the governing board. RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the Board/Commission. RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board. RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the governing board or any other City officer or employee. RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing board or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
