CALL TO ORDER Chairman Jones called the meeting to order at 6:01 p.m. B. Boardmember Resignation (Brad Main) A motion was made by Hellige, seconded by Georg to accept Brad Main's resignation from the Community Appearance Board and thank him for his service. Attachments: Draft Minutes Dalton made a motion to approve the April 10, 2019, meeting minutes. Graves seconded the motion. NEW BUSINESS 1. Amendments to Yard of the Month Contest Rules Attachments: Staff Memo Yard of the Month Contest Rules - Proposed Amendments Staff presented the proposed amendments to the contest rules. Those amendments being removal of the gift to the second place winner and a minor revision to the website referenced on the rules page. Dalton made a motion to approve the amended contest rules. Georg seconded the motion. RECESS: Yard of the Month Contest 1. Motion to Recess the Meeting for the Yard of the Month Contest 2. Readjournment of the Meeting. Georg made a motion to recess to complete site visits of the Yard of the Month contenders. Dalton seconded the motion. The motion carried with the following vote: Aye: 9 – Brion Brown, Jr.; Brion Brown, Sr.; Liz Dalton; Janice Georg; Dean Graves; Ken Jones; Susan Hellige; Tim Meredith; Ronald Spears; Dia Toenjes Chairman Jones reconvened the meeting at 6:42 PM Nay: None Absent: 2 - Judy Nelson; Brad Main 3. Yard of the Month Contest Scoring The Board discussed the scoring of the Yard of the Month Contenders, being 7 Davis Woods and 1209 Saint Clair Avenue. There was some discussion regarding the eligibility of homes located on Davis Woods. The Board counted the scores of the members and determined that neither property met the minimum average scoring requirement of 18 and therefore neither yard would be awarded this month. 4. Maintenance and Improvements at CAB Work Areas 1. Century Oak Tree on East Church Street a) The Board discussed the growth of the euonymus around the tree and requested staff to speak to the City Street Department to determine if they would be able to remove the growth and paint the roots of the growth with a preventative solution. 2. Landscaped island at Beltline Road and Highway 159 / “The Wedge” Hellige made a motion to approve $300 for the purchase of flowers, bulbs, and fertilizer for the site. Dalton seconded the motion. The motion carried with the following vote: Aye: 9 – Brion Brown, Jr.; Brion Brown, Sr.; Liz Dalton; Janice Georg; Dean Graves; Ken Jones; Susan Hellige; Tim Meredith; Ronald Spears; Dia Toenjes Nay: None Absent: 2 - Judy Nelson; Brad Main 3. Listeman Park and potted plants in Uptown area a)The Board noted that there is a dead dogwood in the rear of Listeman which needs to be removed. The Board requested staff to speak with the City Streets Department to determine if they can remove it. The Board will mark the tree for removal. George made a motion to approve $400 for the purchase of flowers and dirt for potted plants in Uptown. Toenjes seconded the motion. Main Street and Westmoreland Street City of Collinsville Page 4 Printed on 10/10/2019 Community Appearance Board Minutes May 8, 2019 a)This island is currently cleaned-up, but will require mulch next year. 5. Landscaped island at St. Louis Road and Caseyville Road 6. Landscaping at the Caseyville Road/Highway 157 City entry sign a)The Board notes that this area currently is in need of mulch. Members will return in June with an approximate dollar amount for approval. Furthermore, the Board noted the grass height and asked staff to request mowing by the City Streets Department. F. OLD BUSINESS G. STAFF REPORT Staff provided an update on new businesses and development in the City. H. COMMENTS FROM BOARD MEMBERS The Board discussed Arbor Day activities, the need for all members to complete the County Economic Interest Statement, and the vacancies currently available on the Board. The Board also discussed the inaccuracies of the listed Board members on the City website and the Volunteer Appreciate Dinner program. I. ITEMS FOR NEXT AGENDA Items currently slated for discussion on the next meeting agenda were recapped. J. ADJOURNMENT Dalton motioned to adjourn the meeting at 7:29 p.m. Georg seconded the motion. ADJOURNMENT City of Collinsville Page 2 Printed on 5/1/2019 Community Appearance Board Agenda May 8, 2019 ADDRESSING THE BOARD DURING SPEAKERS FROM THE FLOOR Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765 entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by the meeting Chairman of the governing board. RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the Board/Commission. RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board. RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the governing board or any other City officer or employee. RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing board or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
