CALL TO ORDER Chaiman Jones called the meeting to order at 6:00 p.m. B. ROLL CALL Present: 8 - Dean Graves, Brion Brown Jr, Judith Nelson, Liz Dalton, Dia Toenjes, Ken Jones, Brion Brown Sr and Janice Georg Excused: 2 - Susan Hellige and Ronald Spears Absent: 0 C. SPEAKERS FROM THE FLOOR No speakers from the floor. D. APPROVAL OF MINUTES Motion to Approve Minutes from the June 12, 2019 Meeting. Attachments: Draft Minutes A motion was made by Georg, seconded by Dalton to approve to approve the minutes of June 12, 2019 meeting. The motion carried by a unanimous vote. E. NEW BUSINESS 1. Yard of the Month Contest 1a. Motion to Recess the Meeting for Yard of the Month Site Visits 1b. Readjournment of the Meeting 1c. Yard of the Month Scoring A motion was made by Georg, seconded by Toenjes to approve a motion to recess the meeting for the Yard of the Month Contest at 6:15pm. The motion carried by a unanimous vote. Discussion: Amendment to Yard of the Month Contest Rules The Board request a list current Yard of th Month nominations to be distributed on the Friday prior each month's Monday deadline. This agenda item was no action taken. 3. Maintenance and Improvements at CAB Work Areas 1. The Caseyville Road island needs grass cutting and spray for weeds. 2. The Boad discuss possible improvements and maintenance of plantings at the Caseyville Road/Highway 157 sign. Hardin advised that it is best to reevaluate after grading and any other improvements in the surrounding area are completed. 3. The Beltline Road/Highway 159 island received 27 new plants. Mulching is needed.Wood trimming is in need of repair or replacement. The Board decided to reevaluate and determine an action in Spring 2020. This agenda item was no action taken. F. OLD BUSINESS G. STAFF REPORT Staff provided general update about current development projects in the City, and the new City website. H. COMMENTS FROM COMMISSION MEMBERS 1. A trash pick-up day is scheduled for 6:30am on August 10, 2019. 2. The Board discussed inviting two prospective applicant's interested in joining the Community Appearance Board to the August meeting. I. ITEMS FOR NEXT AGENDA 1. Christmas Decorations at the Beltline Road/Highway 159 island. J. ADJOURNMENT A motion was made by Georg, seconded by Nelson to adjourn the meeting at 7:19 p.m. The motion carried by a unanimous vote. City of Collinsville Page 2 Printed on 10/10/2019 Community Appearance Board Minutes July 10, 2019 ADDRESSING THE BOARD DURING SPEAKERS FROM THE FLOOR Below are the rules for input during Board/Commission/Sub-Body meetings as set out in Ordinance No. 4765 entitled “Ordinance Governing Speakers From the Floor During Meetings of the City Council and the Commission, Boards, and Sub-Bodies of Collinsville, Illinois”. Speakers may address the Board/Commission during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by the meeting Chairman of the governing board. RULE 2: Input must relate to a matter under the authority of the commission, board, or sub-body. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the Board/Commission. RULE 4: After establishing their identity, prospective speakers shall immediately address the governing board. RULE 5: Each speaker is limited to four (4) minutes to address the governing board. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the governing board or any other City officer or employee. RULE 6: Speakers shall address only the governing board collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on the governing board or City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the governing board or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
