CALL TO ORDER Chairman Bill Iseminger called the meeting to order at 5:38 pm. B. ROLL CALL Also present was City Liaison Kim Wasser. Present: 5 - Chairperson William Iseminger, Linda Rayho, John Galvin, Lois Metzger and Trish Haislar Excused: 1 - Carolyn Welch Absent: 2 - Lavadna Hines and Terry Falline C. SPEAKERS FROM THE FLOOR None. D. STAFF REPORT 1. Introduce new City Liaison Cristen Hardin Wasser announced Ms. Hardin had another appointment but will be at the next meeting. E. PRESENTATIONS 1. Friends of the Collins House Update Update not given due to Hines' absence. - Work schedule for Collins House - Review of Saturday visitations, volunteers and upcoming schedules Iseminger advised he is scheduled to work on Saturday, May 13. - Furniture/furnishings acquisitions - Web site updates Welch was unable to attend meeting. She will update the Board at next meeting. F. APPROVAL OF MINUTES 1. Motion to Approve Minutes from the April 12, 2017 meeting City of Collinsville Page 1 Printed on 6/26/2017 Historic Preservation Commission Minutes - Final May 11, 2017 Metzger amended the last sentence of the first paragraph to read: Two women made small monetary donations to the Friends of the house on April 1. A motion was made by Rayho, seconded by Metzger to approve as amended. The motion carried by the following vote: Aye: 5 - Chairperson Iseminger, Member Rayho, Member Galvin, Member Metzger and Haislar Nay: 0 Excused 1 - Member Welch : Absent: 2 - Member Hines and Falline Abstain: 0 G. CORRESPONDENCE/COMMUNICATIONS None. H. NEW BUSINESS None. I. OLD BUSINESS 1. Review of the meeting with Mayor and City Manager and any updates Iseminger indicated the meeting with the Mayor and City Manager was beneficial in that they learned that the HPC was not going to be dissolved. He mentioned the City defining the Board's responsibilities with regards to the Collins House. He also spoke of the need to inventory all of furnishings at the Collins House for insurance purposes. Iseminger advised he will start the inventory paperwork while volunteering at the Collins House. 2. Collins House Related Iseminger spoke of finding standing water in the basement and mentioned the need of a dehumitifier. He believes the flooding is coming up through floor and north wall in basement. Haislar inquired of a small mound of dirt just west of the ramp. She noticed the mound was later disturbed or settled. She wondered if this had something to do with water getting into the basement. Other members were not aware of the issue. A discussion was had regarding an additional sump pump being installed. A suggestion was made to place concrete blocks under furniture in the basement to keep from getting damaged by water. Iseminger mentioned the window stops were not replaced on the 2 attic windows. Haislar mentioned the east window in dining room has a 2-3" gap between window and wall. City of Collinsville Page 2 Printed on 6/26/2017 Historic Preservation Commission Minutes - Final May 11, 2017 - Updates on furnishings and other improvements Wasser informed the Board that City Engineer Troy Turner is aware of the flooding issues at the Collins House. He is currently out of town but will look into the matter upon his return next week. She advised the irrigation system is on but sensors are not working. This issue is being addressed by Mr. Turner as well. She further advised that the lights are set to daylight savings time and should be on at the appropriate times. Mr. Turner will check settings to make sure they were not tampered with. - Status of replacement trees, shrubs Wasser advised the trees will not be replaced since they are budding. She also indicated the landscape company has agreed to replace 3 of the holly bushes. Apparently, the contract only allows for one replacement which has already taken place. Haislar advised the maple and lilac trees are dead. Haislar suggested replacing all the holly bushes with miniature boxwoods if funding available. Wasser will check Collins House fund for landscape expenses. Haislar will get an estimate for boxwoods. Haislar also advised that NatureScapes will replace the dead shrub they planted on the side of the house. She also advised that NatureScapes is working on the pawpaw trees but delayed due to weather. The pawpaw trees will be planted in the rear of the lot along the alley but cannot interfere with powerlines. - Christmas Tree in park locations Wasser advised a cut tree will be displayed on the west side (Combs St.) of Collins House. - Status of placement of National Road sign No new information available at this time. - Route 66 event, June 10 Update forthcoming at the June 8 meeting. - Garden Tour event, June 10 Wasser advised the Community Appearance Board has moved the starting location of their annual Garden Tour from the Collins House to the Flower Basket. - Future events and programs/activities Iseminger asked Board to contact Hines regarding proposed future events. - Inventory of furnishings and other materials Iseminger will start inventory of furnishings during his volunteer hours on May 13. Galvin suggested having a weekly log book on site for comments. He also inquired of an open sign to draw attention to the building and hours of operation. A sandwich board was suggested. Metzger advised the flame tip bulb in kitchen needs to be replaced. 3. Potential Lardmark nominations Due to lack of time, landmark nominations will be discussed at next meeting. J. COMMENTS FROM COMMISSION MEMBERS Galvin advised he will not be available to attend the June meeting. K. ITEMS FOR NEXT AGENDA L. ADJOURNMENT A motion was made by Haislar, seconded by Member Galvin to adjourn at 6:45 pm. Speakers may address the Council during the time designated as Speakers From the Floor on the agenda. RULE 1: Speakers shall be allowed only during “Speakers from the Floor,” or at any other time if requested by a member of the City Council. RULE 2: Input must relate to a matter under the authority of the City of Collinsville. RULE 3: Upon request by the meeting Chairman for speakers from the floor, a prospective speaker shall express the desire to speak, be recognized by the meeting Chairman, approach the designated podium, and state their name and general subject matter to which they will address the City Council. RULE 4: After establishing their identity, prospective speakers shall immediately address only the City Council. RULE 5: Each speaker is limited to four (4) minutes to address the City Council. No extensions will be granted and no time shall be compensated to the speaker resulting from interruptions by or discussion with the City Council, City Manager, or any other City officer or employee. RULE 6: Speakers shall address only the City Council collectively or its members individually. Speakers shall speak to issues and shall refrain from personal attacks on City appointed officials and employees. Speakers may not address issues related to pending litigation in which the City or its subsidiary bodies, officers, agents, employees, boards or commissions is a party. RULE 7: Speakers shall not be permitted to advertise, solicit, request, urge, summon, or cajole the City Council or the general public, except as otherwise provided for herein, with regard to any products, goods, services, information, gains, losses, advantages, consequences, or any other similar matter, notwithstanding that there may or may not be any pecuniary, monetary, financial or property gain, loss, or benefit to the speaker or any other person or entity. RULE 8: Speakers shall act and speak with decorum and conform to conventional social manners in speech, writing, dress, and behavior. The audience shall refrain from conduct that disrupts the meeting in any way such as clapping, booing, loud talking or outbursts. A speaker may be immediately terminated at the meeting Chairman’s discretion. RULE 9: Determination of breaches of this Ordinance shall be made by the meeting Chairman. The meeting Chairman customarily will warn the speaker or members of the audience of inappropriate behavior through one warning use of the gavel.
