COLUMBIA ARTS, HISTORIC PRESERVATION & PHILANTHROPY COMMITTEE MEETING MINUTES TUESDAY, NOVEMBER 21, 2023 CALL TO ORDER The Columbia Arts, Historic Preservation, and Philanthropy Committee conducted a meeting on Tuesday, November 21, 2023 at City Hall (Mayor’s Conference Room), Columbia, South Carolina. Herbert Member Present COMMITTEE DISCUSSION 1. Art Placement Policy Councilor Brennan said today we will discuss a policy for the placement of art within our parks and recreation properties and what direction that needs to take. We need our arts and cultural groups to bring forward any case studies on how to promote arts and culture in our parks and recreation system. Mr. Henry Simons, Assistant City Manager for Operations said the overall goal is to have preliminary discussion about the art placement policy. We have an existing resolution for a policy on honorary street and facility namings. We can potentially amend that resolution to add a policy for the placement of art in a city owned facility or in the right of way. Examples of art installations at public parks includes a large installation at Emily Douglas Park, a statue of Mayor Finlay at Finlay Park, a statue of Congressman Clyburn at the Clyburn Golf Center, and murals. Ms. Krista Hampton, Director of Planning and Development Services said we have worked with One Columbia over the years to facilitate the placement of art. They have a policy and a process through which they vet artists and art. Then we work with them to place the art within the right of way through the city's encroachment process. The city’s Comprehensive Plan and Amplify Columbia Cultural Plan recommended that City Council adopt a cultural arts policy. One Columbia now has a public art administrator who can be a great resource. Councilor Herbert asked if we will allow multiple pieces of unique art at one park. Although art is an expression, we need criteria. We may want to designate the locations and ensure that the leadership of the community and the community members support the request. There was consensus of the committee to direct staff to work with One Columbia for Arts and History to formulate the art placement guidelines for consideration at the next meeting.
